West Virginia Division of Motor Vehicles Safety & Treatment Program

​The West Virginia Safety and Treatment Program requirement was enacted for all DUI offenders beginning in September 1981. Although the Department of Health and Human Resources (DHHR) managed the program for several years, on June 7, 2019, the West Virginia Safety and Treatment Program was transferred from the DHHR to the DMV pursuant to the requirements of WV Code §17C-5A-3.

The Safety and Treatment Program requires revoked DUI offenders participate in DUI education and treatment prior to license reinstatement. All DUI offenders must complete an educational component and a substance abuse evaluation/​assessment in order to have their license reinstated.
