WV eCDL Program
The test administration process for a commercial driver's license involves both a written test and a road skills test, much the same as for non-commercial drivers of passenger vehicles. The commercial driver's road skills test ensures that a driver has the basic knowledge and driving skills to safely and responsibly operate a commercial vehicle on our highways.
To evaluate and eliminate any potential fraud to the testing system, in August of 1989 the WV CDL Program initiated oversight measures to randomly and covertly monitor scheduled written and road skills tests; however, these measures were deemed insufficient. In 2003, 2007 and 2009, the WV CDL Program received funding from the Federal Motor Carrier Safety Administration (FMCSA); our goal with this funding was to partner with the Marshall University Research Corporation (MURC) and the Rahall Transportation Institute (RTI) to develop software that used the capabilities of the Global Positioning System (GPS) to record and document verifiable skills tests.
The result of that partnership is WV eCDL. Upon full implementation, all personnel who administer CDL tests will be equipped with laptops and the eCDL software. All tests will then be able to be documented and verified.
This project would not have been possible without the cooperation and commitment of the employees at RTI. Additionally, it is rewarding to know that eCDL is now a nationally recognized, award winning program initially made in West Virginia, by West Virginians.
