Registration is required with the Department of Administration, Division of Purchasing, in accordance with Chapter 5A, Article 3, Section 12 of the West Virginia Code. All contractors submitting bids on project(s) must include one of the following forms properly executed with each proposal: Proposal Guaranty Bond, Cashier's Check, or Certified Check for $500.00 or 5% of total bid, whichever is greater. Failure to include one of the above forms could result in a bid being declared irregular. Proposals and bid bonds must be submitted on standard forms which may be obtained at the Charleston office. The right is reserved to reject any or all proposals. *These are projects on which any contractor with a Category "W" Prequalification Rating may be eligible to bid. Final award of all Interstate and Federal-Aid Projects, with the exception of exempt projects, is subject to the approval of the Federal Highway Administration. Minimum wage rates for these projects have been predetermined as required by law and are set forth in the bid proposal. Federal-Aid projects are subject to the WHA of 1961 PL-581 approved August 13, 1962. Plans and proposals on all projects will be furnished at twenty-five dollars ($25.00) per set. Extra plans will be furnished at fifteen dollars ($15.00) per set and extra proposals will be furnished at ten dollars ($10.00) per proposal. Cross sections will be furnished at fifty dollars ($50.00) per set. All will be furnished without refund and transmitted at your risk. The West Virginia Department of Transportation, Division of Highways reserves the right to defer, delay or postpone the date for receiving and publicly opening proposals for any project designated in this advertisement, without the necessity of renewing such advertisement. All bidders holding valid bidding proposals will be notified of such deferment, delay or postponement and the date that proposals will be received and publicly opened. The West Virginia Department of Transportation, Division of Highways hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex or national orign in consideration for an award.
