Stacey L. Fragile is a native of Whitesville, West Virginia. Ms. Fragile is a 1996 graduate of West Virginia University Institute of Technology where she earned a Bachelor of Science degree in Industrial Relations and Human Resources, an Associate of Arts degree in General Studies and minors in Economics and Sociology. In May of 2000, she graduated from the West Virginia University College of Law and was admitted to the practice of law in West Virginia in September of that year.

On January 6, 2016, Ms. Fragile was appointed Acting Director of the Office of Administrative Hearings by Governor Earl Ray Tomblin. Prior to this appointment, Ms. Fragile served as the Deputy Director of OAH for approximately three years and as Legal Section Supervisor prior to the Deputy Directorship.

Prior to her work with the State of West Virginia, Ms. Fragile worked from 2003 to 2012 in private practice at the Fragile Law Firm in with her husband, Matthew in Beckley, West Virginia. She has also held positions with McQueen Harmon & Murphy, LC from 2002 to 2003 and as a Judicial Law Clerk for the West Virginia Supreme Court of Appeals, Tenth Judicial Circuit in Raleigh County from 2000 to 2002. While in private practice, Fragile focused on the needs of families and children in the Circuit Courts and Family Courts of West Virginia.

While serving as a Judicial Law Clerk for the Honorable John A. Hutchison, in Raleigh County, Ms. Fragile assisted the court with the In re: West Virginia Rezulin Litigation. While clerking for the Honorable H. L. Kirkpatrick III, also in Raleigh County, she assisted the court with the State of West Virginia v. Fred S. Zain trial.

While in private practice, she participated numerous appellate matters including, Stafford EMS, Inc. v. J.B. Hunt Transport, Inc., 270 F.Supp.2d 773 (S.D. W.Va. 2003); Beverly Interdonato v. Wood County Board of Education, et. al, No. 03-54-275 (WV Public Employees Grievance Board, July 23, 2004);Staton v. Staton, 218 W.Va. 201, 624 S.E.2d 548 (2005); Misty D.G. v. Rodney L.F., 221 W.Va. 144, 650 S.E.2d 243 (2007); In Re: The Adoption of A. P. S., No. 11-0630, (W.Va. Supreme Court, June 8, 2012) (memorandum decision); In re: K.B., No: 11-1676, (W.Va. Supreme Court, September 7, 2012) (memorandum decision); and, In re: C. W., No. 12-0088 (W.Va. Supreme Court, October 22, 2012) (memorandum decision).

In October 2010, Ms. Fragile was elected to the Board of Directors for the Tech Golden Bear Alumni Association, a position she held until 2011. In May 2012, she was re-elected to the Board of Directors. In October of that year she was elected Chapter Liaison by her fellow Board members and she held that position until 2014. She is also a lifetime member of the TGBAA. She is currently the Daisy Troop Leader at St. Francis de Sales School (Beckley) and the Cheer Coach for both St. Francis de Sales elementary school and middle school. She is a member of Alpha Sigma Tau sorority where she is the chapter advisor for the Omicron Chapter. She is also the past chair of the Governing Documents Standing Committee (2010-2014) for Alpha Sigma Tau and is a past district president and district coordinator for the sorority. She is a past member of the West Virginia State Bar Young Lawyers Executive Committee, the Saint Francis de Sales School Board and the Just For Kids, Inc., Board of Directors.

Ms. Fragile is the daughter of William and Barbara Daniel and currently resides with her husband Matthew, and their two daughters.
