General Information

What payment methods are available at a toll plaza on the West Virginia Turnpike?
Cash, Credit/Debit Cards and E-ZPass® are the only payment options available when you arrive at a toll plaza on the West Virginia Turnpike. The following describes each lane type and what forms of payment are accepted in each lane:
  • E-ZPass® Only: These are electronic toll collection lanes in which you drive at the posted speed without stopping. To use these lanes you must have an E-ZPass® transponder.
  • Full Service: These lanes are staffed 24/7 and accept Cash, Credit/Debit cards and E-ZPass® Transponders.
Note: The following forms of payment are NOT accepted as payment for toll at any of the toll Plazas on the West Virginia Turnpike: Checks, Money Orders, and Foreign Currency.
What is E-ZPass and how does it work?
E-ZPass® is an electronic toll collection system that brings traveling convenience and allows you to pass through, without stopping to pay the toll or use tickets, at any E-ZPass® compatible toll facilities, including the West Virginia Turnpike. The E-ZPass® system uses transponder-based technology to electronically record toll usage.

When you establish an E-ZPass® account, you will receive a small electronic transponder that is installed on the windshield inside your car using fasteners that come with your transponder. The transponder should be installed approximately one inch below the top of your windshield above your rearview mirror. If there is not enough room above your mirror, or it contains dark tint, the transponder should be installed to the right of the mirror. Some vehicles may require an external transponder that is attached to the front license plate of the vehicle.

As transponder-equipped vehicles travel through E-ZPass® toll lanes, an overhead antenna reads the account information stored in the transponder. You will receive a green light indicating your signal has been read. Tolls are automatically debited from the customer’s pre-paid toll balance. If you receive a red light, continue through the toll plaza, but you should immediately contact the Customer Service Center at 1-800-206-6222 as there is a problem with your account or account balance.
What are the benefits of having an E-ZPass® transponder?
The benefits of having an E-ZPass® are:
  • Convenience: E-ZPass® technology permits vehicle operators to travel the full length of the West Virginia Turnpike without stopping to pay the toll. Through this unique electronic toll collection system, motorists can experience toll road travel without the hassle of manually paying with cash, tickets, charge cards or tokens. E-ZPass® eliminates the need for payment to change hands at a toll booth. Vehicle windows do not need to be opened to complete the toll transaction. This reduces travel time, increases mobility, and helps reduce fuel consumption.
  • Savings: Vehicles using E-Zpass receive discounts at many toll facilities.
  • Accounting Records: E-ZPass® automatically records each toll transaction for customers, including date, time, plaza, toll charge and vehicle classification for all E-ZPass® toll facilities that are used. And, because E-ZPass® records each toll transaction, it’s a fast way to keep track of your travel expenses for business or tax purposes. Customers may receive an itemized monthly statement via the US Mail or e-mail. You can also view transactions on the web any time during the month.
  • Usable throughout most of Northeast U.S.: E-ZPass® provides economic benefits to the region by way of improved and more efficient movement of commercial goods and improved air quality. If you have a West Virginia issued transponder with a Pre-Paid toll balance you can use your E-ZPass® transponder on all toll roads with the specially marked E-ZPass® logo. This currently includes roads in Delaware, Illinois, Indiana, Georgia, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Ohio, Rhode Island, Virginia, and West Virginia.
Will my transponder work in all lanes?
Yes, ALL 38 toll lanes on the West Virginia Turnpike have electronic toll collection capabilities with antennas and readers for the transponder system. Every lane (with the exception of an “E-ZPass® Only” dedicated lane, “see below”) has the dual function of accepting transponders AND cash transactions.
What are “E-ZPass® Only” lanes?
When toll plazas dedicate a particular lane(s) for electronic toll collection, a sign will be activated indicating “E-ZPass® Only” and cash transactions are not accepted in this lane. As stated above, E-ZPass® is accepted in ALL lanes; however, when placed in a dedicated mode, this lane will be opened exclusively to customers with an E-ZPass® transponder.

NOTE: There are times when the “E-ZPass® Only” lane is not open. This is during heavy traffic periods in the summer, holidays and certain weekends when a large percentage of travelers do not have E-ZPass®. The reason lanes are not dedicated during these times is because more traffic can be processed through the plaza if every booth is manually staffed. This does not mean that E-ZPass® customers have to stop to pay toll while passing through a manned toll lane.
Will manual collection still be available at the toll plazas?
Yes. E-ZPass® is an electronic alternative for toll collection, but manual collection will also still be available at all toll plazas.
Is the West Virginia E-ZPass® compatible with other states offering E-ZPass®?
Yes, customers with an account from any of the agencies listed below can use their transponder on the West Virginia Turnpike. Likewise, the West Virginia Parkways E-ZPass® transponder with a Pre-Paid toll balance will work on any of the systems listed below:
  • Burlington County Bridge Commission
  • Chicago Skyway
  • Delaware Department of Transportation
  • Delaware River and Bay Authority
  • Delaware River Joint Toll Bridge Commission
  • Delaware River Port Authority
  • Georgia Toll Road

  • Peace Bridge Authority
  • Pennsylvania Turnpike Commission
  • Port Authority of New York/New Jersey
  • Rhode Island Turnpike and Bridge Authority
  • South Jersey Transportation Authority
  • Virginia Department of Transportation
  • West Virginia Turnpike
How does my West Virginia E-ZPass® work in other states that accept E-ZPass®?
With only one pre-paid account, E-ZPass® customers may use all E-ZPass® compatible facilities (listed above). If West Virginia E-ZPass® customers use other E-ZPass® compatible facilities, they will see this toll transaction information on their monthly statement from the West Virginia Parkways Authority. It will detail the tolls deducted from their accounts on the out-of-state facilities that were used. Rates charged by those facilities are not the responsibility of the West Virginia Parkways Authority.

NOTE: If you set up Discount Plan #1 (commuter plan), you will need to pre-pay additional funds into your account for use on out of state E-ZPass facilities.
Do I have to open more than one account to use E-ZPass at other toll facilities?
No, only one pre-paid account is needed to use E-ZPass®.
What is the difference between a personal and a commercial account?
Personal accounts are accounts for private individuals or families and can have up to ten (10) vehicles per account. Personal accounts are only valid on passenger vehicles, pick-up trucks, and motorcycles. With a personal account, the vehicle cannot be over 7'6" and weigh over 8,000 lbs., have a company logo or be used for business. This plan is intended to help the private commuters.

Accounts mainly used for business travel are considered commercial accounts and may have an unlimited number of transponders.
Where and how can I sign up for the West Virginia E-ZPass®?
Applications and transponders can be picked up at one of two locations:
Charleston Office: 3310 Piedmont Road, Charleston, WV 25306
Beckley Office: 12 Pikeview Dr., Beckley, WV 25801

Online:They can also be downloaded from our website here: E-ZPass Personal Account Application / E-ZPass Commercial Account Application.

Other: Applications may be picked up at any West Virginia Turnpike Toll Plaza, Travel Plaza Tourist Information Center or at any West Virginia Division of Motor Vehicles office.

Can I sign up for West Virginia E-ZPass® on the West Virginia Turnpike website?
Yes, you can sign up for a West Virginia E-ZPass® online by clicking here.
How long will it take to receive my West Virginia E-ZPass® transponder?
Once you have ordered your transponder online, or by US Mail, allow 7 to 10 business days to receive your transponder. Your transponder will be active and ready to use on the West Virginia Parkways; however, you will need to allow 72 hours for activation and use of the transponder in other states.
Once I purchase my E-ZPass®, when can I start to use it?
It can take up to ten business days to receive your West Virginia E-ZPass® transponder via US Mail. Once you receive the transponder in the mail it will already be active and you can install your E-ZPass® transponder in your vehicle as soon as you like. Once your transponder is accepted in a full-service cash lane, you can start to use the E-ZPass® only lanes if you like.

If you received the transponder in person at our Customer Service Center, it can take up to 24 hours for all 38 toll lanes on the West Virginia Turnpike to receive the computer file containing your transponder activation.

It can take up to 72 hours for all out of state toll lanes to receive the same activation.

Until this time spans lapse, please use the cash lane.
What should I do with my E-ZPass® once I receive it?
Once you open the package, verify that all of the information is correct. You do not have to sign anything or return any forms. These forms are for your records.

Save the metallic bag the E-ZPass® was shipped in, you may need this in the future. This bag can be used to ship or store your E-ZPass® when you do not want it to be read in toll lanes.

Correctly install your E-ZPass® according to the instructions included with your package and once the time spans lapse above expire, you can begin to enjoy all the benefits of your E-ZPass®.
If I use a manned tollbooth lane with my E-ZPass®, do I pay the cash price?
No, you pay the E-ZPass® price whenever you use your activated and valid E-ZPass® on the West Virginia Turnpike. Please make sure to keep a positive E-ZPass® balance by keeping your form of payment valid and up-to-date and mounting your E-ZPass® correctly. However, if your E-ZPass® does not read due to improper usage or installation you will have to pay the full cash toll amount.
Can I use my E-ZPass® in multiple vehicles or in a rental car?
Yes, you can; however, it is not advisable due to transponder installation issues. You must register any vehicle using your transponder to the E-ZPass® account. In the case of an unsuccessful toll transaction using the E-ZPass®, an unregistered vehicle may be subject to toll violations and fines not only here in West Virginia, but also on other toll roads and the driver will have to pay the full cash toll rate.
Can I use E-ZPass® on a motorcycle?
Yes, however, there are no recommended installation locations and we cannot guarantee the functionality.
What happens if I speed through an E-ZPass® lane?
As you approach and pass through a toll lane, you will under no circumstances exceed a speed of 5 miles per hour. Improper use of your West Virginia E-ZPass® transponder, improper speeds through toll lanes or failure to pay the proper toll may result in an administrative fee and/or loss of E-ZPass® transponder privileges. The administrative fee will be in addition to the toll amount and may be up to $25.00 per occurrence.

Single Fee Discount Plan Information

What is E-ZPass?
E-ZPass is an electronic toll collection system that allows users to drive through E-ZPass lanes without stopping to pay tolls. Drivers enroll in a state user plan, such as West Virginia’s. These plans collect tolls either in advance upon enrollment or as needed by using a credit or debit card that is registered at enrollment.

West Virginia residents who enroll in the Single Fee Discount Plan will have use of E-ZPass Lanes on the West Virginia Turnpike. Additionally, users can use their credit or debit card to arrange payment for toll facilities in 16 other states that accept E-ZPass.
What is a transponder?
A transponder is a device that receives and sends a radio signal. With E-ZPass, a driver keeps a transponder on their windshield and it sends a signal to the electronic receiver in the E-ZPass lane of the toll booth. So, rather than stopping to pay a toll with cash, the E-ZPass user can drive slowly through the designated lane. A traffic light will cue the driver with a green light that their E-ZPass was used and the driver can drive onward. The driver never has to stop or interact with toll collectors.
Are there Refunds if I Change My Mind?
Unfortunately, there are no refunds. After a West Virginia resident enrolls in the Single Fee Discount Plan, he or she cannot receive a refund of their enrollment fee. Any balance remaining in their prepaid deposit will be refunded upon termination.
How Long Will it Take to Process My Enrollment?
Enrollment in the Single Fee Discount Plan for E-ZPass only takes a few minutes at this website. However, you can only use E-ZPass with the transponder, which you must pick up in person or have delivered to you by U.S. Mail.

Transponders can only be picked up at the West Virginia Parkways Authority office in Charleston, at 3310 Piedmont Road, during office hours, 8:00 AM to 4:30 PM Eastern Time.

Transponders sent in the mail require up to ten days for delivery.
How Long Does the Early Enrollment Period Last?
Those who enroll in the Single Fee Discount Plan will have unlimited use of the West Virginia Turnpike for three years, beginning on the date of activation before December 31, 2018 and ending December 31, 2021.
What are West Virginia Turnpike Rates Without the Plan?
For those state residents who don’t use the E-ZPass Single Fee Discount Plan, you may click here to view the current toll rates.
Can I Use the Same E-ZPass Plan and Transponder in Other States?
Yes, you can use the same E-ZPass transponder in other states that also employ E-ZPass for their toll roads and bridges. However, the Single Fee Discount Plan only applies to the West Virginia Turnpike.

To use the West Virginia E-ZPass in other states you must establish a prepaid toll balance by linking a credit or debit card or bank account to your E-ZPass account. You may add a prepaid toll balance when creating your account at www.ezpasswv.com/sign-up or by contacting our Customer Service Center at 1-800-206-6222.
Can I Participate in this Plan if I Live Outside West Virginia?
Yes, there are no residency restrictions on the Single Fee Discount plan for use on the West Virginia Turnpike.
How Does this Plan Apply if I am Towing a Trailer?
The Single Fee Discount Plan is only valid on Toll Class 1 vehicles, which are 7'6" or less in height, not more than 8,000 lbs., no more than two axles, and not used for commercial or business purposes. Therefore, the Single Fee Discount Plan is not valid when drivers are towing or for motor homes.

However, by establishing a prepaid toll balance on your account, West Virginia E-ZPass customers of the Single Fee Discount Plan can use their West Virginia E-ZPass transponder on the West Virginia Turnpike when towing and receive a 35% discount off the cash rate.

If a prepaid toll balance has not been established on the account, the driver must stop and pay the cash rate at each toll plaza.

To see toll rates for vehicles falling outside the Toll Class 1, please click here.
Where are the Tollbooths Located?
There are three mainline toll plazas and they are located at mile markers 30, 57, and 82.

There is one toll plaza located at Exit 48 for travelers connecting to or from U.S. Highway 19, which runs to Fayetteville and other northern points of interest.
How is My E-ZPass Plan Billed?
When you enroll with West Virginia’s E-ZPass Plans, you will create an account that is linked to the credit or debit card you select to use.

This enrollment will allow you to use E-ZPass in other states if you choose to allow your plan to access your card. If you elect to pay the one-time only fee of $27.50 in the Single Fee Discount Plan, your E-ZPass will only be able to access basic privileges on the West Virginia Turnpike, and you will be responsible for cash payment of other tolls incurred for motor home or trailers, or travel on toll facilities in other states.
How Does this Plan Apply to Commercial Traffic?

Why did I receive a "low balance" lane sign notification?

What do I have to do if I buy a new car or get new plates?
Contact the West Virginia E-ZPass® Customer Service Center at 1-800-206-6222 or login to your account management as soon as possible.

You will be responsible for the management of your account balance and will be responsible for any toll violations or fees that occur from a negative account balance.
What credit cards do you accept?
We currently accept MasterCard, VISA, Discover, and American Express.
Can I open an account with an account balance without the automatic replenishment option?
Yes, we do offer manual replenishment for commercial accounts, but it is not recommended.
Will every commercial vehicle need a tag?
In addition to receiving a discount, we recommend equipping each commercial vehicle that uses the West Virginia Parkways with a transponder because it will help speed commercial traffic through toll plazas while giving drivers a more convenient way to pay tolls without stopping.
Are transponders transferable to different vehicles?
Yes, you may transfer transponders to different vehicles, as long as they are of the same vehicle class. You should notify us of the changes in your vehicle’s registration information, so that we can identify vehicles whose transponders are not working properly, and other similar situations.
Will West Virginia E-ZPass® accounts be prepaid or postpaid?
West Virginia E-ZPass® commercial accounts must be prepaid. Commercial customers can prepay their accounts via credit card, ACH, check and cash paid in person at the Customer Service Center.
What information will be included on the statements?
Monthly statements will display all E-ZPass® transaction information such as date, time, plaza, toll charges and vehicle classification for all E-ZPass® toll facilities used.
Why can't I view the individual transponder balances on my account?
If you have multiple E-ZPass® transponders on your account, they share one account balance. You can still view individual transaction histories by transponder and monthly toll usage.
What do I have to do if I buy a new car or get new plates?
Contact the West Virginia E-ZPass® Customer Service Center at 1-800-206-6222 or click here to login to your account management as soon as possible.

Transponder Information

How do I install my transponder?
Properly installing the interior E-ZPass® transponder in your vehicle is easy and essential.
  • 1. Clean and dry the inside of your windshield around the rear view mirror.
  • 2. Without removing the mounting strips from the transponder, remove the tape backing from the mounting strips.
  • 3. Turn the transponder label right side up facing you. Adhere the transponder inside your vehicle to the upper center portion of your windshield, behind the rear view mirror at least one inch to the right of the center support of the mirror and at least one inch below the top edge of the windshield, or below the tinted section of the glass.
How do I know my transponder is working when I receive it?
All transponders are tested before distribution. If you suspect your transponder is not functioning properly, please call the West Virginia Parkways E-ZPass® Customer Service Center at 1-800-206-6222.
What is the transponder number and how do I locate it?
The transponder number is the eleven-digit number on the bottom left side of the label above the barcode. All West Virginia E-ZPass® transponders start with "024".
Do I need to change the E-ZPass® transponder batteries?
No. A lithium battery is permanently sealed into each E-ZPass® transponder.
May I have more than one transponder? Does it cost me more?
Individual accounts - Customers may request up to ten transponders on a single account, each transponder will have a separate discount plan of $27.50 and transponder fee of $13.00, but will debit from the same prepay toll balance.

Commercial accounts - There is no limit to the number of transponders a customer may have on a single account. Each transponder requires a non-refundable $25 transponder fee.
May I hold my transponder instead of mounting it on the windshield?
No, It is mandatory for your safety and to ensure a successful toll transaction that the transponder is properly installed. The E-ZPass® antenna is located overhead, well in advance of the toll booth. If you do not have the transponder properly mounted as you pass through the toll lane, it may not work properly. Transponders are affixed at certain locations on the vehicle to allow for maximum exposure to overhead antennas that will “read” each transponder for account information and debit the appropriate toll amount (transponders are not permanently affixed). Waiting until the last minute to find your transponder or holding it in the window interferes with the transaction. If a transponder is not mounted or incorrectly mounted to the window, or if the driver holds the transponder, this will severely reduce its functionality and completely disable the transponder.
What happens if I have more than one E-ZPass® transponder in my vehicle?
Multiple transponders in a single vehicle may result in inadvertent charges and violations. We strongly recommend that you establish a single E-ZPass® account with just one agency and just one E-ZPass® transponder in each vehicle. If multiple transponders are carried in a vehicle, it is your responsibility to place additional transponders in a foil or metallic bag to avoid additional charges.
What if I forgot my transponder?
If you are in a staffed toll lane, you will need to pay the full amount of the toll charges in cash. If you are in an E-ZPass® only lane, DO NOT STOP OR ATTEMPT TO BACK UP. Equipment in the lane will capture an image of your vehicle’s license plate. If your license plate is listed on your E-ZPass® account, we will attempt to post the toll to your account. If the license plate of the vehicle in which you are traveling is not listed on your E-ZPass account, the registered owner of the vehicle will receive a written violation notice for the toll and any applicable fees.
What happens if my transponder is damaged, lost or stolen?
If your transponder is lost or stolen, report it immediately.

Log in to your account and go to Vehicles & Tags, visit our Customer service Center or call 1-800-206-6222 to report the transponder lost or stolen and request another transponder.

You will not be liable for unauthorized transponder(s) usage that occurs AFTER we receive written notice from you via mail, e-mail (customerservicecenter@wvturnpike.com) or fax (304-926-3748).

You will be liable for toll charges incurred prior to notification.

If your West Virginia E-ZPass® transponder is non-operational for reasons other than abuse or improper use and the transponder is returned to us, we will replace it at no charge to you.

If your transponder is lost/stolen or damaged due to defacement, you will pay $13 on an individual account and $25 on a commercial account to replace.
Where can I obtain additional mounting strips?
Mounting strips are available by visiting one of the West Virginia E-ZPass® Customer Service Centers, online under Account Management, or by calling 1-800-206-6222.
What do I do if my transponder is not working?
There is a non-user replaceable battery in the E-ZPass® transponder. It is designed to last at least five years. The primary reason for an E-ZPass® not working properly is incorrect usage or installation. The transponder MUST be installed correctly to function correctly.

If the E-ZPass® Customer Service Center concludes your transponder has malfunctioned due to the battery, you will need to swap your transponder for a new unit. This exchange can be done in person or by mail.

To exchange your transponder by mail, wrap it in foil or enclose in the metallic bag and send it with a letter requesting an exchange to the address below. A new unit will be shipped upon receipt of your old transponder.

Send Transponder to:
Parkways E-ZPass Customer Service Center
3310 Piedmont Road
Charleston, WV 25306
Are there any instances when I should not use my transponder?
Yes, there are. You should not use your West Virginia E-ZPass® transponder when any of the following occurs:
  • If you reported your transponder lost or stolen but find it later;
  • If you have an insufficient toll balance in your account;
  • If you are traveling out of state and do not have a positive toll balance;
  • If you use a different type of vehicle than noted on your account;
  • To avoid violations or additional fees, you must wrap your transponder in foil or place in the metallic bag.

Violation Information

What is a Toll Violation?
A toll violation occurs when a vehicle is recorded by the West Virginia Parkways Authority for failure to pay the specified toll using cash or an E-ZPass® account, or when the driver receives an Unpaid Toll Slip from a collector and does not pay within the 15 days allowed. The registered owner of the vehicle is mailed a Toll Violation Notice for the tolls and fees due.
How can I pay a Toll Violation Notice?
For your convenience, there are several ways you can pay a Toll Violation Notice: If you wish to pay by credit card, you may contact our Customer Service Center by calling 1-800-206-6222 or you can click here to go online. Otherwise you can make a check or money order payable to West Virginia Parkways Authority and mail it along with the completed portion of your Toll Violation Notice to West Virginia Parkways Authority, Customer Service Center, P.O. Box 1469, Charleston WV 25325.
How can I appeal my violation?
To appeal the violation notice, you may contact our Customer Service Center at 1-800-206-6222 and a representative can advise what information you will need to submit based upon your dispute request.
How do I know the outcome of my appeal?
You will receive a letter in the mail indicating that your appeal has been accepted or rejected. If your appeal is rejected, the letter will offer an explanation.
What if I want to appeal multiple violation notices?
If you wish to appeal multiple violation notices, enter the first notice number, appeal it and repeat the process for each violation.
I have an E-ZPass® account. Why did I receive this violation notice?
If you are an E-ZPass® Customer and have received a violation notice(s), please consider the following to assist in preventing additional violation notices. If you do not receive confirmation that your E-ZPass® transponder was read in the lane, it is possible that your transponder is not working properly. The reason for this could be:
  • Your vehicle windshield blocks the transponder requiring you to use an external transponder.
  • The transponder is not mounted properly.
  • The transponder has been reported lost or stolen.
  • Your E-ZPass® account is in insufficient funds status.
  • The transponder is malfunctioning.
  • The license plate of the vehicle is not listed on your E-ZPass® account and no transponder was detected during the transaction.
  • Your Personal E-ZPass® discount plan is expired or not valid at the plaza. If you need further help, please contact your Customer Service Center. Usually the phone number to contact your service center can be found on your transponder. If you are a West Virginia E-ZPass® customer, please contact the West Virginia E-ZPass® Customer Service Center at 1-800-206-6222 for assistance.
What if I get a violation from a toll authority other than the West Virginia Parkways Authority?
If you received a violation from a toll authority other than the West Virginia Parkways Authority, you must follow the procedure described on the violation notice. Unfortunately, West Virginia E-ZPass® cannot resolve the violation from another toll authority. If you are a West Virginia E-ZPass® customer in good standing, you may appeal your violation. In most cases, the toll authority will ask for proof that you are a West Virginia E-ZPass® customer and that your account is in good standing (an account in good standing has a positive balance.)
