Meeting Purpose

The purpose of the meeting is to allow review of the approved Environmental Assessment (EA). This meeting complies with the National Environmental Policy Act (NEPA) and Section 106 of the National Historic Preservation Act requirements.

NO FORMAL PRESENTATION WILL BE MADE.

The public will be afforded the opportunity to ask questions and give written comments on the project throughout the meeting.

Comments were due by Thursday, January 8, 2015. A handout will also be available at the meeting.



Project Description

The West Virginia Division of Highways (WVDOH) and its consultant RK&K, in coordination with the Federal Highway Administration (FHWA),is initiating a study of West Virginia Route 51 (WV 51) from Berkeley County Route 30 (CR 30) just west of Interstate 81 to just south of Pocono Drive in Inwood. The project proposes the construction of a 5-lane relocated and new segment of highway (WV Route 51) at Inwood. This new segment of highway will eliminate an existing "off-set" intersection with US Route 11 and provide a direct connection between the portion of WV Route 51west of US Route 11 the portion of WV Route 51 located east of US Route 11. The project begins at Berkeley County Route 30 located west of the Interstate 81 interchange, includes the proposed highway alignment and ends at a new roadway tie-in to WV 51 east of Inwood. The proposed bypass would begin at the intersection of WV 51 and US 11. It would extend WV 51 to the southeast, and tie back into WV 51 approximately 2,000 feet east of US 11. The project will include an alternative environmental and traffic analysis document incompliance with the National Environmental Policy Act (NEPA).

Why is the project needed?

This project will address congestion and safety concerns and improve traffic operations along this section of WV 51. A detailed analysis of the existing traffic and projected future traffic in the project area will be completed as part of this study. The study will include an alternatives analysis of environmental and traffic issues documented in compliance with the National Environmental Policy Act (NEPA).
