The purpose of the proposed project is to rehabilitate the Monument Place Bridge over Little Wheeling Creek in order to ensure that US 40 continues to convey vehicular and
pedestrian traffic through the unincorporated community of Elm Grove, remains safe for pedestrian and vehicular travel, and maintains the continuity of the local transportation
system. The project is needed because the stone arch bridge is exhibiting signs of deterioration,resulting in weight limits that will decrease as the structure continues to
deteriorate.
