WVDOH awards contract to replace Montrose Drive bridges

A project to replace all three bridges at the Montrose Drive interchange of Interstate 64 is among 20 construction contracts awarded from a bid letting conducted by the West Virginia Division of Highways on Tuesday, June 10, 2025.
 
The project will replace the Montrose Drive bridge over I-64, the bridge over First Avenue, and the bridge over Second Avenue in South Charleston.
 
“Our comprehensive long-term bridge management system has identified these three bridges as needing replacement,” said WVDOH State Highway Engineer Jake Bumgarner, P.E. “We decided it made sense to have one contractor do all three structures to better manage the project and minimize the impact on the traveling public.”
 
Triton Construction Inc. was awarded a contract for $23,109,380 to replace the three structures.
 
Contracts awarded from the June 10 bid letting were:
 
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 44 from Rossmore to WV 73, with a bid of $1968,314.61. (Logan County)
  • PDK Construction Inc. was the low bidder on a contract to install guardrail in District 2, with a bid of $1,388,101.25. (Cabell, Lincoln, Logan, and Mingo counties)
  • Specialty Groups Inc. was the low bidder on an interstate lighting project in White Sulphur Springs, with a bid of $5,457,236. (Greenbrier County)
  • Legend Painting Inc. was the low bidder on a repair, cleaning, and painting project of the USMC LCpl Julius C. “Corky” Foster Memorial Bridge, with a bid of $280,172.34. (McDowell County)
  • NLS Paving Inc. was the low bidder on a paving project on WV 2 from the Wellsburg Bridge to 12th Street, with a bid of $1,416,352.17. (Brooke County)
  • Triton Construction Inc. was the low bidder on a project to replace three bridges at the Montrose Drive intersection of Interstate 64, with a bid of $23,109,380. (Kanawha County)
  • Catts Construction Inc. was the low bidder on a rehabilitation and expansion joint project on the Kenton Meadows Sr. bridges on Interstate 79, with a bid of $4,133,904.35. (Braxton County)
  • Kokosing Construction Company Inc. was the low bidder on a project to replace the Weirton Steel Overpass Bridge, with a bid of $13,460,338.69. (Hancock County)
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 34 from Culloden to Hurricane, with a bid of $825,031.81. (Putnam County)
  • Ohio-West Virginia Excavating Inc. was the low bidder on a project to replace the Elm Avenue and Ash Avenue bridges, with a bid of $2,874,338.85. (Marshall County)
  • Penn Line Services Inc. was the low bidder on a project to install guardrail in District 5, with a bid of $690,443.39. (Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, and Morgan counties)
  • R.K. Construction Inc. was the low bidder on a construction project for the Riley Run Bridge on WV 28, with a bid of $967,917.50. (Pocahontas County)
  • Manolis Painting Inc. was the low bidder on a cleaning and painting project on the Billy Earl Duty Memorial Bridge, with a bid of $843,370. (Wayne County)
  • Rock Forge Bridge Company Inc. was the low bidder on a construction project on the Buffalo Creek Bridge on US 50, with a bid of $2,776,437.31. (Preston County)
  • SQP Construction Group Inc. was the low bidder on a rehabilitation project on the Beechwood Street Bridge, with a bid of $1,346,942.96. (Cabell County)
  • Strawser Construction Inc. was the low bidder on a microsurface and pavement repair project on Interstate 64 from Rusty Bridge to Richlands, with a bid of $3,284,692.58. (Greenbrier County)
  • Strawser Construction Inc. was also the low bidder on a paving project on Interstate 79 from Servia to Flatwoods Road, with a bid of $8,123,773.94. (Braxton County)
  • SMH Construction Inc. was the low bidder on a project to replace the Breckenridge Bridge on WV 99, with a bid of $1,141,249.97. (Raleigh County)
  • NLS Paving Inc. was the low bidder on a paving project on Penco Road, with a bid of $513,986.15. (Hancock County)
  • West Virginia Paving Inc. was the low bidder on a paving project on US 19 from Muddlety to Puddy Run, with a bid of $5,552,446.02. (Nicholas County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
