WVDOH awards contract to replace two interstate bridges in Greenbrier County

A project to replace two aging bridges dating from the earliest days of Interstate 64 is among 29 construction projects awarded by the West Virginia Division of Highways on Wednesday, September 25, 2024.
 
Triton Construction Inc. was awarded a contract for $10,971,500 to replace the two Tunnel Bridges on I-64, located at milepost 179. The bridges date from the 1960s.
 
The contract was awarded from a bid letting conducted by the WVDOH on Tuesday, September 10, 2024.
 
“These bridges are now 60 years old and have seen a lot of salt and chlorides over the years given the relatively harsh winter weather this region of the state routinely experiences,” said Tracy Brown, P.E., WVDOH State Bridge Engineer.  “The new bridges will have wider shoulders, meeting all modern design requirements, and will provide an increased vertical clearance for the rail lines running underneath.”
 
Each bridge carries about 5,600 vehicles a day. Traffic will be shifted onto the westbound bridge while the eastbound bridge is demolished and rebuilt, then traffic will shift to the eastbound span to replace the westbound bridge. Brown said the arrangement will minimize the impact on the traveling public during construction.
 
Contracts awarded from the September 10 bid letting were:

  • ALL Concrete Inc. was the low bidder on a rehabilitation project on the Mt. Farm Bridge, with a bid of $1,597,188.57. (Randolph County)
  • Elite Contractors Inc. was the low bidder on a cleaning and painting project on the Keene Memorial Bridge, with a bid of $674,000. (Greenbrier County)
  • Mountaineer Contractors Inc. was the low bidder on an intersection improvement project on University Avenue in Morgantown, with a bid of $2,091,104.72. (Monongalia County)
  • Legend Painting Inc. was the low bidder on a rehabilitation project on the Turtle Creek T-Beam Bridge, with a bid of $479,019. (Kanawha County)
  • Perk Company Inc. was the low bidder on a deck overlay project on the Wanda Bridge, with a bid of $548,994.13. (Logan County)
  • Triton Construction Inc. was the low bidder on a deck overlay and cleaning and painting project on the Hacker’s Creek Bridge, with a bid of $984,300. (Lewis County)
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 112 from Bluefield to Ada, with a bid of $654,897.30. (Mercer County)

  • Tempo Construction LLC was the low bidder on a project to repair concrete and clean the Butchersville Arch Bridge, McCann Run Arch Bridge, Churchville Arch Bridge, Skin Creek Arch Bridge, and Pok Creek Concrete Arch Bridge, with a bid of $1,216,591. (Lewis County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
