WVDOH awards numerous paving and bridge contracts

The West Virginia Division of Highways (WVDOH) recently awarded contracts for 11 bridge replacement and rehabilitation projects and nine paving projects as the WVDOH continues its emphasis on improving Mountain State transportation infrastructure.
 
The contracts were awarded from a bid letting conducted by the WVDOH on Tuesday, October 8, 2024.
 
Contracts awarded from the October 8 bid letting were:
 
  • SQP Construction Group Inc. was the low bidder on an ADA ramp project in District 8, with a bid of $1,161,696. (Pendleton, Pocahontas, Randolph, and Tucker counties)
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 97 from Hanover to Baileysville, with a bid of $1,040,298.65. (Wyoming County)
  • West Virginia Paving Inc. was also the low bidder on a paving project on WV 92 from Minnehaha Springs to Sunset Road, with a bid of $777,169.02. (Pocahontas County)
  • West Virginia Paving Inc. was also the low bidder on a paving project on US 250 from the Little River Bridge to Thornwood, with a bid of $413,236.28. (Pocahontas County)
  • West Virginia Paving Inc. was also the low bidder on a paving project on WV 32 from Canaan Heights to Davis, with a bid of $466,277.99. (Tucker County)
  • Triton Construction Inc. was the low bidder on a project to build the Roaring Run Bridge on Corridor H, with a bid of $77,537,460. (Randolph County)
  • West Virginia Paving Inc. was the low bidder on a paving project on US 250 from Riffle Creek Road to Huttonsville, with a bid of $470,331.89. (Randolph County)
  • Meadows Stone & Paving Inc. was the low bidder on a paving project on US 219 from Scenic Highway to Lake Reed Road, with a bid of $647,575.20. (Pocahontas County)
  • Strawser Construction Inc. was the low bidder on a paving project on Interstate 79 from Amma to the Big Sandy Creek overpass, with a bid of $1,355,657.21. (Roane County)
  • Triton Construction Inc. was the low bidder on a bridge rehabilitation project on the Interstate 79 Clendenin interchange bridges, with a bid of $4,940,000. (Kanawha County)
  • Strawser Construction Inc. was the low bidder on a paving project on US 52, John Nash Boulevard, with a bid of $1,624,763.21. (Mercer County)
  • Rock Forge Bridge Company LLC was the low bidder on a bridge rehabilitation project on the PFC Tracy Rohrbaugh Memorial Bridge, with a bid of $1,451,328.41. (Grant County)
  • Davis H. Elliot Construction Company Inc. was the low bidder on a project to install lighting at the WVDOH Equipment Division in Buckhannon, with a bid of $923,131.20. (Upshur County)
  • Rock Forge Bridge Company Inc. was the low bidder on a project to replace the Onego Bridge, with a bid of $2,222,360.33. (Pendleton County)
  • R.K. Construction Inc. was the low bidder on a renovation project on the Church Street Bridge, with a bid of $213,695.54. (Braxton County)
  • Pritchard Signal & Light Company was the low bidder on a project to install a traffic signal at the intersection of US 250 and Bridge Street, with a bid of $448,118.68. (Barbour County)
  • Davis H. Elliot Construction Company Inc. was the low bidder on a lighting project at the Interstate 64 Shady Spring Interchange, with a bid of $$7,019,440. (Raleigh County)
  • Saffo Contractors Inc. was the low bidder on an expansion joint, cleaning and painting project on the Interstate 64 Blue Sulphur Overpass Bridge, with a bid of $849,459.74. (Cabell County)
  • Triton Construction Inc. was the low bidder on a rehabilitation project on the Interstate 64 Academy Drive Overpass Bridge, with a bid of $5,079,000. (Kanawha County)
  • PDK Construction Inc. was the low bidder on a project replacing guardrails on WV 2, with a bid of $468,742.80. (Tyler County)
  • Rock Forge Bridge Company LLC was the low bidder on paving project on the Toney Fork Bridge, with a bid of $665,784.18. (Wyoming County)
  • Rock Forge Bridge Company LLC was also the low bidder on a paving project on the Ashland Timber Bridge, with a bid of $1,206,187.80. (McDowell County)
  • Triton Construction Inc. was the low bidder on a rehabilitation project on the US 19 Corridor L Bridge Number 2, with a bid of $5,764,700. (Raleigh County)
  • Elite Contractors Inc. was the low bidder on a cleaning and painting project on the US 60 Sam Black Bridge, with a bid of $877,175. (Greenbrier County)
  • Klicos Painting Company Inc. was the low bidder on a cleaning and painting project on the US 60 Johnson Bridge, with a bid of $514,870. (Greenbrier County)
  • R.K. Construction Inc. was the low bidder on a paving project on the Workman Creek Bridge, with a bid of $661,349.41. (Raleigh County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
