Notice of Consulting Services

 Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consultant services will be utilized for the study, design, and preparation of contract plans and related documents, unless otherwise noted, for the following projects:

State Project S308-16-14.77 00, Hartland Bridge located on WV 16 crossing over the Elk River approximately 0.01 miles south of County Route 5 in Clay County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for the replacement of the Hartland Bridge of approximately 675 feet in length.  NTP/AGMT expected by 12/28/09; Final Plans expected by 01/28/11.

State Project S326-250-31.34 00, Jefferson Avenue Extension Bridge located on US 250 crossing over Little Graves Creek 0.29 miles south of WV2 in Marshall County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for the replacement of the Jefferson Avenue Extension Bridge of approximately 90 feet in length.  NTP/AGMT expected by 12/28/09; Final Plans expected by 12/28/10.

State Project S308-4/5-2.95 00, Camp Creek Truss Bridge located on County Route 4/5 crossing the Elk River 0.01 miles south of WV4 in Clay County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans, related documents for the replacement of the Camp Creek Truss Bridge of approximately 310 feet in length.  NTP/AGMT expected by 12/28/09; Final Plans expected by 12/28/10.

State Project S326-5-7.65 00, County Line Bridge located on County Route 5 crossing Big Wheeling Creek 0.01 miles south of County Route 21 in Marshall County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for the replacement of the County Line Bridge of approximately 200 feet in length.  NTP/AGMT expected by 01/28/10; Final Plans expected by 01/28/11.

State Project S348-18-19.41 00, Pleasantview Bridge located on WV 18 approximately 0.03 miles south of County Route 24 in Tyler County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for the replacement of the Pleasantview Bridge of approximately 185 feet in length.  NTP/AGMT expected by 03/28/10; Final Plans expected by 03/28/11.

State Project S320-77-110.74 00, Tupper’s Creek – Pocatalico Bridges located on I‑77 at MP 110.73 in Kanawha County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for major renovations with the inclusion of cleaning and painting of the Tupper’s Creek – Pocatalico Bridges of approximately 260, 235 and 350 feet in length.  NTP/AGMT expected by 05/28/10; Final Plans expected by 03/28/11.

State Project S338-219-14.74 00, Swago Creek Bridge located on US 219 crossing Swago Creek approximately 0.27 miles south of County Route 18 in Pocahontas County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for the replacement of the Swago Creek Bridge of approximately 92 feet in length.  NTP/AGMT expected by 12/28/09; Final Plans expected by 09/28/10.

State Project S335-39-3.35 00, Twilight Bridge located on County Route 39 crossing Middle Wheeling Creek approximately 0.03 miles east of County Route 23/2 in Ohio County, West Virginia.  This project shall consist of the study, design, and preparation of contract plans and related documents for superstructure replacement of the Twilight Bridge of approximately 102 feet in length.  NTP/AGMT expected by 12/28/09; Final Plans expected by 10/28/10.

State Project S331-MOR/GA-8. 00, Hartman Run Bridge which carries Sabraton Avenue over Hartman Run and Monongalia County Route 857 in Monongalia County and is located approximately 0.4 miles north of the intersection of with West Virginia State Route 7.  This project shall consist of the study, design, and preparation of contract plans and related documents for the replacement of the Hartman Run Bridge of approximately 372 feet in length.  NTP/AGMT expected by 12/28/09; Final Plans expected by 11/28/10.

Method of payment shall be Lump Sum.

Multiple assignments will be made for this work.

Firms interested in being considered for this project must submit a “Letter of  Qualification” and unpriced prospectus to Mr. Carl J. Bowyer, Section Head, Initial Design Section, Engineering Division, Division of Highways, Building Five, Room A-437, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305-0430 prior to 4:00 p.m. on October 16, 2009.

A single “Letter of Qualification” and unpriced prospectus is required.  All evaluation factors will be given equal consideration in the selection process, unless a project specific weighting of the evaluation factors is shown in this Notice for Consulting Services.

Prior to entering into contract negotiations, the selected firm and any subconsultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm.  The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references.  The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisition Regulations will be made.  This requirement will be waived for the selected firm or any subconsultant when its portion of the fee for the project is less than One Hundred Thousand Dollars ($100,000.00).  In such instances, a company computed overhead rate may be utilized.

It is policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.
