NOTICE TO APPRAISERS AND REVIEW APPRAISERS
Sealed proposals covering the appraisal and appraisal review of approximately 86 parcels and covering approximately 15 miles for the U340-35-19.00/HPP-0035(173), Route 35 will be received by the West Virginia Department of Transportation, Division of Highways at its central Right of Way office in Building Five, Room A-618, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305-0430 until 4:00 p.m. August 11, 2010. The next business day at 11:00 a.m. the said proposals will be publicly opened and read immediately thereafter for the appraisal or appraisal review services for the following project:
A MANDATORY PRE-BID MEETING will be held on: Thursday, August 5, 2010 at 1:00 p. m. at the WVDOH Commissioner’s conference room at Building Five, Room A-122, 1900 Kanawha Boulevard, East, Charleston, WV. All prospective bidders from the agency’s approved appraiser/review list MUST attend the Pre-Bid Meeting.
Attendance is required at the pre-bid meeting by all bidders on this project to familiarize themselves with the plans, details and scope of work required, and other relevant information. Failure to attend the mandatory pre-bid conference will cause the bidder to be disqualified. Attendance by a representative of the prospective bidder is not acceptable.
The project consists of two alternates. Option/Alternate A is for submission of bids for both appraisal and appraisal review services inclusive of all project parcels (approximately 86). This would allow for issuance of one contract for appraisal services and one for appraisal review services on all project parcels based on low-bid criteria. Option/Alternate B consists of segmenting the project into eight separate areas that can be bid individually for both appraisal and appraisal review services, again based on low-bid criteria. Bidders may bid on either or both options: Option A (total) or all or any part of Option B.

Proposals will be received from prequalified West Virginia licensed/certified appraisers currently on the WVDOT, DOH’s Approved Appraiser and/or Review Appraiser List. Registration is required with the Department of Administration, Division of Purchasing, in accordance with Chapter 5A, Article 3, Section 12 of the West Virginia Code.

The West Virginia Department of Transportation, Division of Highways reserves the right to defer, delay or postpone the date for receiving and publicly opening proposals for any project designated in this advertisement, without the necessity of renewing such advertisement. All bidders obtaining valid bidding proposals as provided above will be notified of such deferment, delay or postponement and the date that proposals will be received and publicly opened.
The West Virginia Department of Transportation, Division of Highways reserves the right to reject any and all proposals.
