The Division of Public Transit and all West Virginia Transit Systems value the safety and security of our passengers, our drivers, and our communities. The Safety and Security Planning Information Directed to Effective Response or SPIDER manual was developed specifically for West Virginia's transit systems to assist them with ensuring the safety and security of their operations. It places an emphasis on preparing for emergencies, such as major accidents, natural disasters and terrorist attacks. Using the SPIDER manual, transit systems evaluate the needs of the communities they serve and coordinate with other communities to develop and implement safety, security and emergency response plans.
