CHARLESTON, WV – A project to rehab the support structure and replace the decks on the SPC Jason N. Marchand Memorial Bridges on US 50 in Doddridge County is among 13 construction projects awarded by the West Virginia Division of Highways in August 2026.
Perk Company Inc. was awarded a contract for $4,823,180.09 for the project. The projects were awarded from a bid letting conducted on Tuesday, August 11, 2026.
WVDOH State Bridge Engineer Tracy Brown said putting a new deck on the bridge now will put off having to replace the bridge for several more years.
“It’s kind of like changing the oil on your car,” Brown said. “We need to take care of our bridges and ensure they have the longest service life possible.”
Other projects awarded from the August 11 bid letting include:

- Bear Contracting LLC was the low bidder on a paving project on US 35, from Hurricane Creek Road to the Five and Twenty Mile Bridge, with a bid of $4,794,056.54. (Putnam County)
- MVP Industrial LLC was the low bidder on a renovation project on the Nutters Farm Bridge, with a bid of $191,160. (Harrison County)
- J.F. Allen Company was the low bidder on a paving project on WV 28, from Owl Knob Hollow to the Pendleton County line, with a bid of $447,877.95. (Pocahontas County)
- Kelly Paving Inc. was the low bidder on a paving project on Pine Hill Road, with a bid of $923,400. (Marshall County)
- West Virginia Paving Inc. was the low bidder on a paving project on WV 622 (Rocky Fork Road), with a bid of $1,198,790.84. (Kanawha County)
- West Virginia Paving Inc. was the low bidder on a paving project on WV 4, from Corton to Maysel, with a bid of $1,643,589.23. (Clay County)
- Green Acres Contracting Company Inc. was the low bidder on a guardrail project in District 8, with a bid of $371,158.02. (Pendleton, Pocahontas, Randolph, and Tucker counties)
- West Virginia Paving Inc. was the low bidder on a paving project on WV 28, from McLaughlin Hollow to Luster Shrader Road, with a bid of $371,139.10. (Pocahontas County)
- IVS Hydro Inc. was the low bidder on a bridge renovation project on the U.S. Army SPC John R. Tennant Memorial Bridge, with a bid of $1,489,321.18. (Monongalia County)
- R.K. Construction Inc. was the low bidder on a trail resurfacing project in Lewis County Park, with a bid of $134,798.08. (Lewis County)
- Green Acres Contracting Company Inc. was the low bidder on a guardrail project in District 10, with a bid of $2,578,779.50. McDowell, Mercer, Raleigh, and Wyoming counties)
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
