WVDOH Awards Paving and Bridge Contracts

A project to pave US 50 from the junction of US 19 in Clarksburg to the junction of Interstate 79 near Bridgeport is among 28 construction contracts awarded by the West Virginia Division of Highways on Thursday, August 13, 2026. The contract awards were from a bid letting conducted on Tuesday, July 21, 2026.

Bear Contracting LLC was awarded a contract for $9,775,119.60 for the approximately 4.5-mile paving job, which includes milling, paving, guardrails, and drainage construction and repairs.

The August 13 bid awards also included 10 paving projects and nine bridge projects.

Other construction contracts awarded include:

  • CTL Infrastructure Solutions LLC was the low bidder on a project to install approximately 260 ADA-compliant curb ramps in Cabell and Wayne counties, with a bid of $1,368,250.84. (Cabell and Wayne counties)
  • Ohio-West Virginia Excavating Company was the low bidder on a slide repair project on Fish Creek Road, with a bid of $432,064. (Marshall County)
  • CTL Infrastructure Solutions LLC was the low bidder on a slide repair project on Big Wheeling Creek, with a bid of $367,522.60. (Marshall County)
  • Ohio-West Virginia Excavating Company was the low bidder on a slide repair project on Proctor Creek Road, with a bid of $272,161. (Wetzel County)
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 44, from Omar to Stirrat, with a bid of $963,718.61. (Logan County)
  • CTL Infrastructure Solutions LLC was the low bidder on a slide repair project at four locations on Burch Ridge Road, with a bid of $583,397.90. (Marshall County)
  • Rock Forge Bridge Company LLC was the low bidder on a bridge replacement project on Spruce Run, with a bid of $1,406,793.87. (Gilmer County)
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 37, from Memorial Gardens to East Lynn, with a bid of $1,176,379.56. (Wayne County)

Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.

When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review.
