Civil Rights Compliance

The Civil Rights Division (CRC) of the West Virginia Department of Transportation (WVDOT) plays a critical role in ensuring fairness, equity, and accessibility across all transportation projects in the state. By monitoring labor standards, contract compliance, and educational outreach, the division ensures the "Mountain State" remains open and equitable for all contractors, workers, and citizens.

Mission Statement

The Civil Rights Division administers and monitors the West Virginia Department of Transportation's External EEO/Contract Compliance, Labor Compliance, On-The-Job Training, Disadvantaged Business Enterprise, Title VI, and Americans with Disabilities Act programs. The primary goal of these programs is to support and enhance WVDOT's commitment to diversity and non-discrimination in all its programs, services, and activities.

  1. Manual Entry: Recommended for small companies (≤10 employees).
  2. Excel Spreadsheet Conversion: Ideal for small-to-medium companies without automated systems (≤50 employees).
  3. XML Export:Preferred Method. Best for larger companies using specialized payroll systems; fastest for recurring imports.
