Civil Rights Compliance
The Civil Rights Division (CRC) of the West Virginia Department of Transportation (WVDOT) plays a critical role in ensuring fairness, equity, and accessibility across all transportation projects in the state. By monitoring labor standards, contract compliance, and educational outreach, the division ensures the "Mountain State" remains open and equitable for all contractors, workers, and citizens.
Mission Statement
The Civil Rights Division administers and monitors the West Virginia Department of Transportation's External EEO/Contract Compliance, Labor Compliance, On-The-Job Training, Disadvantaged Business Enterprise, Title VI, and Americans with Disabilities Act programs. The primary goal of these programs is to support and enhance WVDOT's commitment to diversity and non-discrimination in all its programs, services, and activities.

Technicians, contractors, and the public can access specialized program details through the following resources. These programs form the regulatory framework of our commitment to equity:
- Americans with Disabilities Act (ADA): Standards for ensuring physical and digital accessibility.
- Disadvantaged Business Enterprise (DBE) Program: Support for small businesses owned by socially and economically disadvantaged individuals.
- External EEO/Contract Compliance: Monitoring equal employment opportunity on all WVDOT projects.
- Labor Compliance: Oversight of prevailing wage and federal labor standards.
- National Summer Transportation Institutes (NSTI): Educational outreach for middle and high school students.
- On-the-Job Training (OJT)/Supportive Services: Enhancing workforce development and skill acquisition.
- Title VI: Preventing discrimination based on race, color, or national origin.
AASHTOWare Project™ Civil Rights & Labor (CRL) Module
WVDOH fully transitioned to the AASHTOWare Project™ (AWP) CRL Module in Fall 2024. All prime contractors and subcontractors must be registered to gain access to the digital compliance system.

Certified Payrolls
The CRL module automates the verification of pay rates, fringe benefits, and hours worked within a single database. Contractors have three methods for submission based on company size and infrastructure:
- Manual Entry: Recommended for small companies (≤10 employees).
- Excel Spreadsheet Conversion: Ideal for small-to-medium companies without automated systems (≤50 employees).
- XML Export:Preferred Method. Best for larger companies using specialized payroll systems; fastest for recurring imports.
