Innovative Project Delivery
The purpose of WVDOH use of “Innovative Project Delivery” or sometimes referred to as “Alternative Delivery” is to promote the use of innovative technologies and practices that increase the efficiency of construction, accelerate construction, improve the safety, improve the quality, reduce congestion from construction, and extend the service life of highways and bridges.

| Public-Private Partnership (P3) | A collaborative agreement where the public and private sectors share risks and rewards. P3s allow for private sector financing and expertise in designing, building, and maintaining major assets, often resulting in projects being completed years ahead of traditional funding schedules. |
| Design-Build (DB) | A "turnkey" approach where a single entity (the Design-Builder) performs both design and construction under one contract. This overlaps design and construction phases, significantly reducing the overall project duration and minimizing change orders. |
| Indefinite Delivery/Indefinite Quantity (ID/IQ) | Used primarily for routine maintenance or safety improvements where the exact timing or quantity of work is unknown. These "on-call" contracts allow the WVDOH to respond rapidly to infrastructure needs without rebidding each individual task. |
| Warranty Contracting | Contractors provide a formal guarantee on the performance and quality of specific project elements (e.g., pavement or bridge decks). This transfers long-term performance risk to the contractor, incentivizing higher initial quality and reducing WVDOH maintenance costs. |
| Performance-Based Contracting | Rather than specifying *how* to build, the WVDOH specifies the *results* required. Payments are tied to key quality characteristics (like pavement smoothness or friction levels) that directly correlate with the long-term durability of the asset. |
| Alternative Technical Concepts (ATC) | A procurement process that allows bidders to propose innovative design changes or construction methods that meet or exceed the project's requirements. ATCs often lead to significant cost savings and reduced environmental impacts. |
| Construction Management / General Contractor (CMGC) | The WVDOH hires a contractor during the design phase to act as a consultant. This early involvement allows the contractor to provide input on "constructability," identify potential design conflicts early, and manage risks more effectively before the final price is negotiated. |
| Lane Rental | An incentive-based method where the contractor is charged a "rental fee" for each hour or day a lane is closed to traffic. This encourages the use of innovative, fast-track construction methods to minimize the duration of motorist delays. |
