National Electric Vehicle Infrastructure (NEVI) Program

West Virginia is a full participant in the National Electric Vehicle Infrastructure (NEVI) Formula Program. This federal initiative provides dedicated funding to strategically deploy electric vehicle (EV) charging infrastructure, establishing an interconnected national network that ensures access, reliability, and consistent data collection for motorists across the Mountain State.

Strategic Infrastructure Deployment

To access federal funding, the West Virginia Department of Transportation’s Division of Highways (WVDOH) developed the "West Virginia EV Infrastructure Development Plan." This living document serves as the state’s primary roadmap for investment and is updated annually to reflect technological advancements and infrastructure growth.

• Initial Priority: Funding is first directed toward designated Alternative Fuel Corridors, specifically along the Interstate Highway System, to build out the foundational national network.
• Long-Term Goal: Once the interstate network is fully established, funding may be expanded to any public road or publicly accessible location to enhance local connectivity.
• Discretionary Grants: Ten percent of the NEVI Formula Program is set aside annually for "gap-filling" grants, which are administered by the U.S. Secretary of Transportation to ensure no region is left behind.

The WVDOH maintains a transparent record of the state's EV planning progress. These documents outline the technical requirements, location priorities, and implementation strategies for the NEVI program.

Public Engagement and Community Outreach

Community input is a cornerstone of the NEVI deployment process. The WVDOH holds regular public meetings to share updates and gather feedback from residents, business owners, and EV stakeholders.

• January 2024 Virtual Meeting: Includes presentation slides and meeting recordings.
• February 2024 In-Person Meeting: Materials include informational boards, one-pagers, and comment cards used to collect public testimony.
• Legal Notices: Official announcements regarding program developments and public hearing opportunities.
