The West Virginia Division of Highways (WVDOH) is proposing the H. Laban White Memorial Bridge Project. This infrastructure initiative involves the replacement of two existing bridge structures: the H. Laban White Memorial Bridge, which carries US 19 over the West Fork River, and the West Pike Street bridge, which carries US 19 over Elk Creek. The project also includes an evaluation of the US 19 and WV 20 intersection for potential reconfiguration.

Project Scope & Proposed Improvements
The project aims to modernize the corridor and address structural deficiencies in the existing bridges while improving traffic flow at a key junction:
- Bridge Replacement: Full replacement of the US 19 crossings over the West Fork River and Elk Creek.
- Intersection Reconfiguration: Evaluation of the US 19 / WV 20 junction to improve safety and operational efficiency.
- Maintenance of Traffic (MOT): Specific plans were developed to manage traffic during the construction phases for both bridge and intersection work.
- Compliance: The study was conducted in accordance with NEPA, Section 106 of the National Historic Preservation Act, and Section 4(f) of the USDOT Act.
