The Research and Special Studies Section of the West Virginia Department of Transportation (WVDOT) is responsible for the administration of the Research, Development, and Technology Transfer Program. By partnering with state colleges, universities, and private contractors, this section ensures that the latest innovations and technical advancements are applied to West Virginia’s transportation network.

Core Responsibilities
The Research Section manages the lifecycle of innovation within the Division of Highways, from initial problem identification to the implementation of final results.
- Project Management: Oversight of all Federal and State-funded research with assistance from WVDOT/DOH Project Monitors and the Federal Highway Administration (FHWA).
- Solicitation and Selection: Managing State Planning and Research (SPR) funded projects, primarily conducted by West Virginia’s higher education institutions.
- Technology Transfer: Disseminating research findings through reports, seminars, workshops, and technical training to ensure practical implementation.
Proposing Research: Problem Statements
