Geotechnical Overview

As a critical component of the Design Study Report, a geotechnical overview must be prepared to synthesize existing geological and environmental data. This overview ensures that potential structural risks are identified early in the design phase, providing a foundation for safe and efficient infrastructure development.


Required Data Review

The geotechnical overview must include a comprehensive review of readily available information, including but not limited to the following resources:

  • WVDOH Geotechnical Unit: Analysis of any existing boring logs or historical soil data available for the site.
  • WVGES Interactive Coal Maps: A review of the WVGES Coal Maps to identify potential conflicts with historical or active mining operations.
  • WVDEP TAGIS Applications: Examination of the WVDEP TAGIS system to locate permits for mining, quarrying, oil, and gas operations nearby.
  • LiDAR Hillshade Mapping: Utilization of LiDAR data to identify possible scarps or geological anomalies. Access is available via WVDEP GIS Services.

Minimum Reporting Requirements

At a minimum, the overview—typically reported on approximately one page—shall include the following technical details based on a mandatory site visit by a geotechnical engineer:

Geohazard Assessment

The engineer must provide a detailed discussion regarding potential geohazards that could impact the project’s longevity or safety. This includes naming specific rock units, seams, or soil types associated with:

  • Mining & Karst: Identification of voids, sinkholes, or subsidence risks.
  • Landslides: Analysis of slope stability and historical movement in the area.
  • Rockfalls: Evaluation of high-risk rock faces and potential mitigation needs.

Mandatory Action: All geotechnical overviews must be corroborated by an on-site inspection conducted by the geotechnical engineer or an authorized representative.
