The Process Development and Improvement section is responsible for collaborating with WVDOT leadership to create a centralized repository of documented operating procedures to be utilized by the agency. This section is also responsible for working with each division in the agency to establish metrics for reporting and measuring productivity for each unit within their respective divisions. Each division reports these metrics monthly, which are placed in a report and sent back to the division director as a management tool.​
