Traffic Engineering Division

Mission

To maximize safety, reliability, and accurate navigation of the highway system for all its users through a variety of proven and innovative traffic engineering methods and traffic control devices implemented with integrity and professionalism.

The overarching principle is to make lives better through transportation.

The Traffic Engineering Division is responsible for all highway infrastructure that assists drivers in safely and efficiently navigating the state's roads.

The Traffic Field Operations section has statewide responsibilities for conducting field maintenance and coordinating contract work relating to traffic signals, roadway lighting, Intelligent Transportation Systems (ITS), pavement markings, and signs.

Regional Traffic Engineering operations are organized into two regions that encompass the state's ten districts: North (Districts 4-8) and South (Districts 1-3 and 9-10).

Traffic Field Operations

The Traffic Field Operations unit manages the operation and maintenance of physical traffic control devices across the state highway system. This includes monitoring and maintaining approximately 1,300 traffic signals and systems, as well as approximately 60,000 highway lights statewide.

Manages the statewide pavement marking program, including planning and delivery of annual traffic striping and markings projects.


Safety, Traffic Operations, & Data Coordination

The Safety, Traffic Operations, & Data Coordination section leads the state's strategic highway safety planning and manages real-time traffic data and information systems. This section is responsible for developing and implementing the Strategic Highway Safety Plan (SHSP) to achieve the goal of zero highway fatalities by 2050, and manages the data-driven Highway Safety Improvement Program (HSIP). This unit manages safety data sources, including the State Crash Records Database and the WV Fatality Analytic Reporting System (FARS), and oversees the statewide Traffic Monitoring Count Program. This unit oversees the Transportation Management Center (TMC) and the State's 511 Traveler Information System. This unit also coordinates highway safety improvement efforts with statewide partners through the West Virginia Highway Safety Management Task Force, and develops and coordinates statewide Traffic Incident Management Planning and Training.

Regional Traffic Engineering

The Regional Traffic Engineering unit provides technical expertise, design standards, regulatory oversight, and administrative support for the division. This unit prepares plans, specifications, and estimates for projects involving traffic signs, signals, pavement markings, and lighting. The unit reviews and approves all consultant-developed plans, including Traffic Signal, ITS, and Work Zone Traffic Control plans and administers the scope, review, and approval of all development-related Traffic Impact Studies and conducts traffic operations studies, including providing speed zoning recommendations. Additionally, this unit is responsible for the regulatory functions of Outdoor Advertising and Salvage Yards (OA/SY), enforcing statutes, issuing licenses, and regulating salvage yards. Finally, this unit contains its own district administrative functions, including human resources, budget development, procurement, and training activities.

Transportation Management Center (TMC)

Operations

The West Virginia Transportation Management Center operates 24 hours a day, 7 days a week, monitoring traffic conditions and coordinating incident response across the state's highway system.

The TMC manages West Virginia's 511 Traveler Information System, providing real-time traffic and road condition information to the public.
