Traffic Engineering Division
About the Division
The Traffic Engineering Division is dedicated to maximizing safety, reliability, and accurate navigation of the West Virginia highway system. By implementing innovative traffic engineering methods and control devices with professional integrity, the division strives to fulfill the overarching goal of making lives better through transportation.
Organization Overview
The division is responsible for all highway infrastructure that communicates with the driver. Mirroring a DOH District Office, it manages functions across planning, design, construction, operations, and maintenance. The division is organized into five core business sections.
1. Program Delivery
Program Delivery prepares the plans, specifications, and estimates (PS and E) for traffic control device projects, including signs, signals, lighting, and pavement markings. It also reviews temporary traffic control plans for projects managed by other divisions.

Traffic Signal and ITS Design
- Development and review of Traffic Signal and Intelligent Transportation Systems (ITS) plans.

2. Safety Advancement
This section integrates safety into every aspect of WVDOT operations, leading the initiative to achieve zero highway fatalities by 2050 through the Strategic Highway Safety Plan (SHSP).

Highway Safety Programs
