WVDOH awards Roads to Prosperity construction projects

Three major transportation project contracts, including two bridge replacements, were awarded recently by the West Virginia Division of Highways (WVDOH), with funding provided by Gov. Jim Justice’s Roads to Prosperity program.
 
On Monday, July 24, 2023, WVDOH announced the Princeton Overhead Bridge replacement in Mercer County was awarded to Orders Construction Company, Inc., with a bid of $13,783,546.30.
 
“The current bridge has served the city of Princeton well but has required numerous repairs throughout the years," said Ryland Musick, P.E., WVDOH District 10 Engineer. "The new bridge will provide a safe and reliable solution for many years to come for the city and its motorists.”
 
The Hedgesville High School Bridge replacement in Berkeley County was awarded to Kinsley Construction Inc., with a bid of $1.14 million.
 
“This is very important to travelers,” said Lee Thorne, P.E., WVDOH District 5 Engineer. “We have people that live west of Martinsburg in the Hedgesville area that travel east to work. It’s also very important because it’s a major bus route and for commerce going east and west between Berkeley Springs and Martinsburg.”
 
A paving project on US 19 in Fayette County from Appalachian Drive to the New River Gorge Bridge, was also awarded to West Virginia Paving for $24,346,649.60.
 
All three jobs are bond projects through the Roads to Prosperity program. More than 1,100 of 1,300 road and bridge construction and maintenance projects have been completed under Roads to Prosperity since West Virginia voters approved bond sales for the program in 2017.
 
The bid awards were from a bid letting conducted by the WVDOH on Tuesday, July 11, 2023.

  • SQP Construction Group Inc. was low bidder on an ADA curb ramp project in Clarksburg, Anmoore, and Shinnston, with a bid of $1,514,062. (Harrison County)
  • SQP Construction Group Inc. was also low bidder on an ADA curb ramp project in Tunnelton, Albright, Kingwood, Rowlesburg, Newbug, Reedsville, Masontown, and Brandonville, with a bid of $694,536. (Preston County)
  • SQP Construction Group Inc. was also low bidder on an ADA curb ramp project in Vienna, with a bid of $736,746. (Wood County)
  • Kelly Paving Inc. was low bidder on an ADA curb ramp project along WV 14 in Elizabeth, Mineral Wells and Interstate 77 rest areas, with a bid of $221,000. (Wirt and Wood counties)
  • SQP Construction Group Inc. was low bidder on an ADA curb ramp project in Richwood, Summersville, and Mount Hope, with a bid of $929,413. (Fayette and Nicholas counties)
  • Catts Construction Inc. was low bidder on a deck renovation project on the Lorado Bridge, with a bid of $986,564.30. (Logan County)
  • SQP Construction Group Inc. was low bidder on an ADA curb ramp project in Bayard, Petersburg, Capon Bridge, with a bid of $477,435. (Grant and Hampshire counties)
  • West Virginia Paving Inc. was low bidder on a paving project on Hurricane Road, with a bid of $410,536.95. (Putnam County)
  • Kinsley Construction Inc. was low bidder on a project to replace the Hedgesville High School Bridge, with a bid of $1,144,000. (Berkeley County)(Roads to Prosperity)

  • C. William Hetzer Inc. was low bidder on a roundabout project on Meadow Lane, with a bid of $646,576.87. (Berkeley County)
  • Catts Construction Inc. was low bidder on a bridge renovation project on the Flatwoods Interchange bridges on Interstate 79, with a bid of $2,439,803.09. (Braxton County)
  • PDK Construction Inc. was low bidder on a project to replace guardrail in District 2, with a bid of $2,095,296.25. (Cabell, Lincoln, Logan, Mingo, and Wayne counties)
  • Highway Safety Inc. was low bidder on a road striping project in District 9, with a bid of $334,635. (Fayette, Greenbrier, and Nicholas counties)
  • Highway Safety Inc. was also low bidder on a road striping project in District 10, with a bid of $334,635. (McDowell, Mercer, Raleigh, and Wyoming counties)
  • Orders Construction Company was low bidder on a project to replace the Princeton overhead bridge, with a bid of $13,783,546.30. (Mercer County) (Roads to Prosperity)
  • Kokosing Construction Company was low bidder on a renovation project on the James River Road overpass on US 52, with a bid of $10,431,061.91. (Cabell County)  
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
