WVDOH awards contract for I-79 reconstruction, paving

A project to reconstruct and repave a six-lane section of Interstate 79 from Anmoore to Saltwell Road is among 19 construction projects recently awarded by the West Virginia Division of Highways (WVDOH).
 
The contracts were awarded from a special bid letting conducted on Tuesday, October 28, 2025.
 
“That’s the greatest project we have going on in District 4,” said WVDOH District 4 Manager Earl Gaskins. “It’s the one we’ve been waiting for.”
 
Mountaineer Contractors Inc. was awarded a contract for $19,093,094.23 to do reconstruction, drainage, and paving work on an approximately 8-mile section of I-79 between Anmoore and Saltwell Road. Drainage problems on the stretch of road have allowed water to pool on the roadway, leading to unusually heavy wear and tear on the pavement.
 
“This year alone we’ve patched that section three different times,” Gaskins said. “This project will take care of a section of I-79 that’s been a problem for several years.”
 
Gaskins said the project will reduce maintenance on the section of interstate and create a safer road surface for drivers.

  • Bear Contracting LLC was the low bidder on a paving, drainage, and pavement repair project on US 19, WV 20, and connector roads in Clarksburg, with a bid of $2,048,920.10. (Harrison County)
  • J.F. Allen Company was the low bidder on a paving project on WV 32 from Cortland Road to Canaan Heights, with a bid of $595,775.05. (Tucker County)
  • Tempo Construction LLC was the low bidder on a joint replacement, paving, and concrete patching project on the Lt. Howard R. “Bob” Crothers Memorial Bridge, with a bid of $399,261.25. (Wetzel County)
  • Mountaineer Contractors Inc. was the low bidder on a paving project on North River Avenue in Weston, with a bid of $1,332,609.04. (Lewis County)
  • Jim Construction Inc. was the low bidder on a bridge replacement project on the 12th Street Bridge in Parkersburg, with a bid of $444,603.18. (Wood County)
  • PDK Construction Inc. was the low bidder on a sign renovation project in downtown Elkins, with a bid of $2,392,809.30. (Randolph County)
  • Tempo Construction LLC was the low bidder on a bridge rehabilitation project on the Farnsworth Drive Bridge, with a bid of $1,892,603.75. (Kanawha County)
  • Freyssinet Inc. was the low bidder on a cable replacement and bridge rehabilitation project on the Veterans Memorial Bridge, with a bid of $1,842,229. (Brooke County)
  • Phoenix Excavating Inc. was the low bidder on a superstructure replacement project on the Lost River Park Bridge, with a bid of $765,691.80. (Hardy County)
  • J.F. Allen Company was the low bidder on culvert replacement project on Alexander Road, with a bid of $957,559.63. (Upshur County)
  • IVS Hydro Inc. was the low bidder on a deck overlay and substructure rehabilitation project on the Junction Bridge, with a bid of $546,164.50. (Hampshire County)
  • Carl Belt Inc. was the low bidder on a rehabilitation and superstructure replacement project on the Crooked Run Bridge, with a bid of $886,992.82. (Hampshire County)
  • Lakecrest Construction LLC was the low bidder on sidewalk, bike patch, curb, drainage, and lighting project at Morgantown Municipal Airport, with a bid of $1,126,333. (Monongalia County)
  • Green Acres Contracting Company Inc. was the low bidder on a sign replacement project on Interstate 81, from the Virginia state line to the Maryland state line, with a bid of $12,266,169. (Berkeley County)
  • Reglas Painting Company Inc. was the low bidder on a cleaning and painting project on the Meadow River Bridge on Interstate 64, with a bid of $1,444,060.33. (Greenbrier County)
  • Saffo Contractors Inc. was the low bidder on a bridge repair project on the Williamsburg Road Bridge, with a bid of $899,777.93. (Greenbrier County)
  • West Virginia Paving Inc. was the low bidder on a turn lane, median barrier wall, paving, and guardrail project on the New River Gorge Bridge, with a bid of $20,406,654.78. (Fayette County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review.
