WVDOH awards contracts for slide repairs and road striping

CHARLESTON, WV – Several slide repairs and road striping projects are among 24 construction projects awarded by the West Virginia Division of Highways (WVDOH) on Thursday, March 27, 2025. The contract awards are from bid lettings conducted on Tuesday, March 11, 2025, and Thursday, March 13, 2025. Contracts awarded were: - The Aero-Mark Company LLC was the low bidder on a roadway striping project in District 4, with a bid of $2,505,000. (Doddridge, Harrison, Marion, and Monongalia counties)
- The Aero-Marks Company LLC was also the low bidder on a roadway striping project in District 6, with a bid of $1,537,000. (Brooke, Hancock, Marshall, and Ohio counties)
- The Aero-Mark Company LLC was also the low bidder on a roadway striping project in District 8, with a bid of $1,667,000. (Pendleton, Pocahontas, Randolph, and Tucker counties)
- Oglesby Construction Inc. was the low bidder on a road striping project in District 10, with a bid of $2,093,340. (McDowell, Mercer, Raleigh, and Wyoming counties)
- Highway Safety Inc. was the low bidder on a road striping project in District 2, with a bid of $2,585,550. (Cabell, Lincoln, Logan, and Mingo counties)
- West Virginia Paving Inc. was the low bidder on a paving project County Route 5 (Patterson Creek Road) from Patterson Creek to Foreman, with a bid of $933,554.92. (Grant County)
- Thaxton Construction Company Inc. was the low bidder on a slide repair project on Patrick Creek Road, with a bid of $448,927. (Wayne County)
- SQP Construction Group Inc. was the low bidder on a paving project on the US Army PFC Joe Messe Sr. Memorial Bridge, with a bid of $620,798. (Harrison County)
- A.L.L. Construction Inc. was the low bidder on a grading and drainage project on Lanesville Road, with a bid of $1,691,051.50. (Tucker County)
- Phoenix Excavating LLC was the low bidder on the Curtain landslide project, with a bid of $604,285.60. (Nicholas County)
- Thaxton Construction Company Inc. was the low bidder on a slide repair project on Perry Fork Road, with a bid of $478,039. (Cabell County)
- Roadsafe Traffic Systems Inc. was the low bidder on a road striping project in District 5, with a bid of $364,950. (Berkeley, Grant, Hampshire, and Hardy counties)
- Thaxton Construction Company Inc. was the low bidder on a slide repair project on Dunlow Hill Road, with a bid of $164,040. (Wayne County)
- Rock Forge Bridge Company was the low bidder on the Elk Mountain Piling Wall project, with a bid of $411,484.20. (Pocahontas County)
- Highway Safety Inc. was the low bidder on a road striping project in District 1, with a bid of $2,160,580. (Boone, Clay, Kanawha, and Mason counties)

- Brayman Construction Corporation was the low bidder on a grading, drainage and paving project for the Con Hunters Arch Bridge, with a bid of $4,391,441.15. (Harrison County)
- Alan Stone Company Inc. was the low bidder on a slide repair project on Normantown-Gassaway Road, with a bid of $565,673.50. (Gilmer County)
- Marks Drilling was the low bidder on a slide repair project on Oil Creek Road, with a bid of $495,699.25. (Lewis County)
- R.K. Construction Inc. was the low bidder on a slide repair project on Sassafras Road, with a bid of $213,224.19. (Lewis County)
- Marks Drilling was the low bidder on a slide repair project on Broad Run Road, with a bid of $1,117,166.50. (Doddridge County)
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer. When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
