WVDOH awards eight bridge projects

Eight bridge projects are among 16 construction contracts awarded by the West Virginia Division of Highways on Thursday, February 29, 2024, and Friday, March 1, 2024.
 
The contracts were awarded from a bid letting conducted on Tuesday, February 13, 2024.
 
Projects awarded from the February 13 bid letting include:
 
  • Tempo Construction LLC was the low bidder on a project to replace the Howell Hollow Bridge, with a bid of $1,338,000.(Randolph County)
  • Elite Industrial Painting Inc. was the low bidder on a project to clean and paint the Blue Jay Bridge, with a bid of $477,246. (Mineral County)
  • Elite Industrial Painting Inc. was also the low bidder on a project to clean and paint the Clarence Martin Jr. Memorial Bridge, with a bid of $827,436. (Berkeley County)
  • Ohio-West Virginia Excavating Company was the low bidder on an ADA ramp project on East Baltimore Street and other locations, with a bid of $436,100. (Marshall, Ohio, and Wetzel counties)
  • Ohio-West Virginia Excavating Company was also the low bidder on an ADA ramp project in South Wheeling, with a bid of $773,100. (Ohio County)
  • Thaxton Construction Company Inc. was the low bidder on a slide repair project on Rum Creek, with a bid of $345,330. (Logan County)
  • Kelly Paving Inc. was the low bidder on a paving project on US 50 from Ellenboro to Pennsboro, with a bid of $3,486,086. (Ritchie County)
  • West Virginia Signal and Light Inc. was the low bidder on a traffic signal project on US 60, with a bid of $691,193. (Cabell County)
  • SMH Construction Company Inc. was the low bidder on a project to replace the Eastwood Lane Bridge, with a bid of $1,579,158.18. (Boone County)
  • McK Construction LLC was the low bidder on a renovation project on the John G. Chernenko Bridge, with a bid of $339,576. (Brooke County)
  • W-L Construction& Paving Inc. was the low bidder on a turn lane and traffic signal project on Jefferson Avenue in Charles Town, with a bid of $591,865.25. (Jefferson County)
  • Highway Safety Inc. was the low bidder on a road striping project in District 1, with a bid of $364,635. (Boone, Clay, Kanawha, and Mason counties)
  • Tempo Construction LLC was the low bidder on a renovation project on the Malden Overpass Bridge on US 60, with a bid of $206,790. (Kanawha County)
  • Elite Industrial Painting Inc. was the low bidder on a cleaning and painting project on the Mary Draper Ingles Bridge, with a bid of $3,347,600. (Summers County)
  • Triton Construction Inc. was the low bidder on a deck overlay project on the Wendell “Dell” Hester Memorial Bridge, with a bid of $514,978. (Hardy County)
  • Triton Construction Inc. was also the low bidder on a project to widen the US 50 and Interstate 77 interchange to six lanes, with a bid of $13,482,200. (Wood County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
