Upcoming Consultant Contract Detail

Notice is hereby given that the West Virginia Department of Transportation, Division of Highways (DOH) is soliciting qualifications for the purpose of making available a list of pre-qualified Consultants to be utilized for surveying, plats, legal description writing, appraisal and appraisal review services, title research, acquisition/negotiation services, closings, relocation services, property management services, cemetery services, utility coordination, railroad coordination services, and/or any other right of way activities necessary.
This list of prequalified Consultants will be made available on the WVDOH website.
Once approved, that Consultant's name shall be placed on the list of Consultants prequalified to participate in this program and shall be considered pre-qualified and eligible for project selection beginning September 1, 2023, through June 30, 2027.  Those Consultants selected and placed on a master list MUST resubmit their CCQQ each year on or shortly after the first day of July to remain on the list, or at any time any of the required information changes.
Pre-qualifications of Consultant(s) shall be based on an evaluation of the criteria requested which shall include but is not limited to: related experience; technical competence; capability to perform; and past performance. 
            Firms interested in being considered for pre-qualification must submit a “Letter of Qualification" and one unpriced prospectus to  Mr. Chad J. Toney, P.E., Right of Way Division Director, West Virginia Department of Transportation, Division of Highways, Building 5, Room 618, 1900 Kanawha Boulevard, East, Charleston, West Virginia, 25305-0430 beginning September 1, 2023, through June 30, 2027. 
All Consultants requesting to be considered MUST have an individual who shall be in charge of the work, who will sign and deliver all documentation, and must be registered and licensed with the West Virginia Board of Professional Engineers or the West Virginia Board of Architects.
            As a minimum, the proposal will include the following:
1. Firms must have a current completed copy of the Division's Right of Way Consultant Confidential Qualification Questionnaire (RW Form CQ). The Questionnaire must be on file or accompany the proposal.  Any Questionnaire on file should be current each year. Firms must also have a current completed copy of West Virginia Department of Transportation, Division of Highways Cost Accounting Information Statement. 
2. Overall capabilities to handle this work, including tentative work force available to assign, personnel qualifications and present workload.
3. Indicate the areas of the State in which you are willing to work.
4. Consideration shall be given to specialized experience and technical competence. Specialized experience shall focus on the qualifications of the staff working on the project with emphasis placed on individual specialized expertise required for the project.  As a minimum, the Consultant shall provide a Résumé of those individuals who will be committed to the needs of the project.  Strong considerations will be based on the professional and non-professional staff specialized experience and technical competence stationed within the office where the work is to be performed.
5. Firms or individuals must indicate the type(s) of work proposed to be subcontracted.
It is the policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal Funds. ​​
