PUBLIC WORKSHOP

The West Virginia Department of Transportation, Division of Highways (WVDOH) and our project partners will hold an informational public workshop on Tuesday, September 8, 2015 at the Elkins Railroad Depot, Caboose Room, 315 Railroad Avenue, Elkins, West Virginia. The public workshop is concerning a connector for the Allegheny Highlands Trail (Elkins to Hendricks) from the Highland Park Trailhead to the Elkins Railroad Depot.
This will be an informational workshop through which WVDOH officials will seek public input regarding construction of the Elkins Rail Trail Connector to the railroad depot.
NO FORMAL PRESENTATION WILL BE MADE. The public workshop will be held from 4:00 to 7:00 PM. Information identifying the project area and potential alternatives will be displayed for discussion. Representatives from the WVDOH will be available to discuss the project and answer your questions. You may comment online about the project. Verbal and 
written comments will be accepted during the meeting; online and written comments are requested by October 8, 2015.

ELKINS RAIL TRAIL CONNECTOR
HIGHLANDS TRAILHEAD to ELKINS RAILROAD DEPOT
The West Virginia Division of Highways (WVDOH), in cooperation with the Randolph County Economic Development Authority (RCDA), City of Elkins, Highlands Trail Foundation, US Forest Service, and the Federal Highway Administration are currently evaluating options to construct a connector for the Allegheny Highlands Trail from the Highland Park Trailhead to the Elkins Railroad Depot. The RCDA received Recreational Trail and Federal Land Access Program grants through the WVDOH to help fund the project. Additional funds may be required to construct the project. There is no construction scheduled at this time.
This alternative would involve the construction of a connector trail from the Highland Park Trailhead along US 33, with an at-grade crossing of US 33 south of Heavner Avenue. From there the trail would be located along N. Randolph Avenue/Kerens Hill and could consist of a multi-use path, a sidewalk with “Share the Road” signage, or a sidewalk and bike path with a one-way roadway (see attached drawings). A preliminary construction cost estimate for this alternative is listed on the drawings.
This alternative would involve the construction of a connector trail from the Highland Park Trailhead also along US 33. The trail would be located on the adjacent hillside and would involve a new non-motorized bridge over US 33. From there the trail would be located along N. Randolph Avenue/Kerens Hill and could consist of a multi-use path, a sidewalk with “Share the Road” signage, or a sidewalk and bike path with a one-way roadway (see attached drawings). A preliminary construction cost estimate for this alternative is listed on the drawings.
This alternative would involve the construction of a connector trail from Kerens Hill to the train depot. It would include an at-grade crossing of Harrison Avenue/WV 92 and continue along Martin Street to Railroad Avenue. Along Martin Street from Gorman Avenue to Railroad Avenue the trail could be joined or separated bike lanes, as shown on the attached drawings. A preliminary construction cost estimate for this alternative is listed on the drawings.
This alternative would involve the construction of a connector trail from Kerens Hill to the train depot, with a new non-motorized bridge constructed over Harrison Avenue/WV 92. The connector would run along Gorman Avenue to Martin Street. The trail along Martin Street could be joined or separated bike lanes, as shown on the attached drawings. A preliminary construction cost estimate for this alternative is listed on the drawings.
No connector would be built from the Highlands Trailhead to the Elkins Railroad Depot. There would be no cost for this alternative.
