WVDOT initiated the study of the I-70 corridor in 2017 to understand the current bridge conditions and necessary repairs from the Ohio State Line to the Pennsylvania State Line, concluding that major repairs were necessary to keep the corridor functional.
In order to right size the project, WVDOH focused on moving forward with only the originally-recommended bridge repairs. The design phase has been completed and the construction phase is ongoing.
The project will be completed in four phases, the details of which are below:

Phase 1 (2019 - 2020)
West of the Tunnel – one lane of traffic in each direction, on the existing Eastbound lanes with ramps to Wheeling Island open.
East of the Tunnel to I-470 – Fulton Bridge Westbound closed around February 1, 2020; one-lane was maintained in each direction.
I-470 to the Eastern limit – two lanes of traffic were maintained using a contraflow traffic pattern.
Phase 2 (Late 2020 - 2021)
West of the Tunnel – one lane of traffic in each direction, on the existing Westbound lanes; ramps to Wheeling Island will be open at this time.
East of the Tunnel to I-470 – Fulton Bridge Eastbound will close around February 1, 2021; one-lane in each direction will be maintained.
I-470 to the Eastern limit – two lanes of traffic will be maintained using contraflow.
Phase 3 and 4 (Late 2021 - 2022)
West of the Tunnel – one lane of traffic maintained in each direction with ramps to Wheeling Island open.
