All new certifications require a minimum of 40 hours documented apprenticeship in the certification area effective January 1, 2026. Please see the updated MP 106.03.50.
PURPOSE
The purpose of the West Virginia Division of Highways (WVDOH) Technician and Inspector Certification Program is to improve the quality assurance of Embankments, Subgrades, Base Course, Asphalt and Portland Cement Concrete by the certification of industry and Division of Highways personnel. The Division first started this program in 1965 and currently has approximately 1300 Technicians / Inspectors certified to date.
It is the Division's intent to conduct a cooperative program of training, study, and examination so that personnel of the producer, contractor, and the Division of Highways will be able to better assure, by their increased technical knowledge, the level of quality required by the governing specifications.
The purpose of the schools is to provide helpful information and instruction for persons preparing to take the technician/inspector examinations. These courses are designed to provide instruction for persons with a basic foundation in the subject matter. See MP 106.03.50 Section 7.2.
The following disciplines except the Aggregate Sampling Inspector have a 3-4 day class held at Cedar Lakes or Materials Division. The first written examination for the calendar year is given on the day after the last day of class. To pass the written examination, the applicant must obtain a score of at least 70 percent. There will be two written examinations per certification topic each year.

CLASSES
The WVDOH offers certification training classes. See the calendar of classes below to learn more. These classes will be held at Cedar Lakes (82 FFA Drive, Ripley, WV 25271) or Materials Division (190 Dry Branch Drive, Charleston, WV). The location will be listed on the Contractor's Association of WV Registration page and the certification calendar linked on this page.
Radiation Safety is the first part of Soil and Aggregate Compaction and Asphalt Field and Compaction. The certifications for this class expire 3 years from the date of issue. For example, a certification issued January 15, 2022 will expire on January 15, 2025. If you already have a current Radiation Safety certification, then you do not have to attend that time slot.
Registration is open until the Friday before class begins; Fall classes require a minimum of 15 students enrolled 14 calendar days before class starts. If this minimum is not met, the class will be canceled. Please note that due to limited space, classes held at Materials Division in Charleston, WV are limited to 25 students.
WVDOH employees must have supervisor approval before registering for any classes. Enrollment will be updated every Friday. Certifications expire December 31st on the fifth year after the certification is issued. For example, a certification that has been issued on January 15, 2026 will expire on December 31, 2031.

Registration for Classes - Now Open for Winter 2026

Aggregate Sampler, ACI PCC Inspector, ACI Aggregate Technician, and NRMCA PCC Technician must contact the QAPA at qaschoolscoordinator@wv.gov to register for the exam.
WVDOH Employee Registration: Select a class and inquire with your District Training Coordinator. District Training Coordinators: Please use the Contractor's Association of WV page to register employees.
Please bring the following items to the exam:
- Laptop or Tablet (spare laptops are no longer available)
- Pencil/Pen
- WV Spec Book
- Class manual (can be downloaded/printed from the Materials website) and CourseMill Login
- Calculator (must be a separate device from your cellphone)
Online Classes
Currently available only to WVDOH employees. The online option is self-paced and available in place of in-person classes. The written exam and practical are still in-person. To register, click on the class title to open the registration form and follow the written directions.
RECERTIFICATIONS
All certifications issued in 2023 expire in 2026 and require recertification. There will be a 30 to 35 question exam and a 30-minute practical at Materials Division. If a technician fails to recertify before December 31, they must retake the full class, exam, and practical. Refer to MP 106.03.50 Section 19.4. For PCC Inspector, IA is accepted for the practical portion.
