Roads to Prosperity to replace Wayne County bridge

A project to replace a heavily travelled rural bridge in Wayne County is among 16 construction projects awarded by the West Virginia Division of Highways (WVDOH) on Thursday, March 28, 2024. The contracts were awarded from a bid letting conducted on Tuesday, March 12, 2024.
 
Triton Construction Inc. was awarded a contract for $1,766,382 for the bridge replacement project. The project will be paid for with bond funding through Gov. Jim Justice’s $2.8 billion Roads to Prosperity program.
 
The project will replace the Armilda Bridge that carries WV 37 over Newcomb Creek in Wayne County that is heavily used by coal trucks. The bridge was built in 1950 and has carried weight restrictions since 2016.
 
The span carries about 1,200 vehicles a day and would require a detour of about 20 miles if not replaced.
 
Projects awarded from March 12 bid letting include:

  • Ohio-West Virginia Excavating Co. was the low bidder on an ADA ramp project on National Road, with a bid of $342,620. (Ohio County)
  • Ohio-West Virginia Excavating Co. was also the low bidder on an ADA ramp project on Chapline Hill Road, with a bid of $297,370. (Ohio County)
  • SQP Construction Group Inc. was the low bidder on a project to build a pedestrian and bike facility on Fort Boreman Drive, with a bid of $417,509. (Wood County)
  • Steve Marks Construction LLC was the low bidder on a piling wall project on Pullman-Buzzard Run, with a bid of $207,786. (Ritchie County)
  • Kelly Paving Inc. was the low bidder on a paving project on WV 14 from Spencer to Barrs Road, with a bid of $1,124,124.24. (Roane County)
  • West Virginia Paving Inc. was the low bidder on a paving project on US 52 from Big Four to Kimball, with a bid of $2,250,190.18. (McDowell County)
  • Wolfes Excavating LLC was the low bidder on a ditching project in Preston County, with a bid of $1,156,807.43. (Preston County)
  • Anderson Excavating LLC was the low bidder on a ditching project in Monongalia County, with a bid of $2,272,581.60. (Monongalia County)
  • RDR Utility Service Group LLC was the low bidder on a ditching project in Harrison County, with a bid of $3,188,600. (Harrison County)
  • Catts Construction Inc. was the low bidder on a project to replace the Harman Concrete Bridge, with a bid of $1,881,957.20. (Randolph County)

  • West Virginia Paving Inc. was the low bidder on a paving project on US 19 from Young Monument to Birch River Road, with a bid of $9,478,437.59. (Nicholas County)
  • C. William Hetzer Inc. was the low bidder on a widening project on the Interstate 81, Exit 20 southbound ramp, with a bid of $394,282.80. (Berkeley County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
