Roads to Prosperity to replace low water crossing in Pendleton County

A contract to replace a low water crossing in Pendleton County with a 50-foot bridge is among 20 highways projects in a bid letting conducted by the West Virginia Division of Highways (WVDOH) on Tuesday, May 7, 2024. The new bridge will be paid for with funding from Gov. Jim Justice’s $2.8 billion Roads to Prosperity program.
 
The Greenawalt Gap Bridge project will replace a low water crossing over Mill Run on Greenawalt Gap Road in Pendleton County with a 50-foot bridge. The existing low water crossing partially washed out in 2021. The new bridge will allow for more efficient flow of Mill Run and for much better access during periods of high water.
 
The bid letting also includes several municipal bike and pedestrian trail projects.
 
Projects on the May 7 bid letting include:
 
  • West Washington Street pedestrian and bike facility, Harpers Ferry. (Jefferson County)
  • Bessemer Overhead Bridge deck renovation. (Berkeley County)
  • Maple Run slide repair. (Roane County)
  • Foreman Park and Ride, Corridor H. (Grant County)
  • University Avenue Bridge renovation. (Monongalia County)
  • Laurel Avenue sidewalk extension and pedestrian and bike facility, Poca. (Putnam County)
  • Allegheny Highlands Trail paving. (Tucker County)
  • Guardrail replacement, District 9.
  • Pavement markings, statewide.
  • North Queen Street pedestrian and bike facility, Martinsburg. (Berkeley County)
  • Walnut Street Streetscape pedestrian and bike facility, Morgantown. (Monongalia County)
  • East Huntington Bridge cable testing. (Cabell County)
  • Greenawalt Gap Bridge replacement. (Pendleton County)
  • US Army SP4 Harold “Skip” Grueser Memorial Bridge renovation. (Putnam County)
  • Haymond Highway Bridge replacement. (Harrison County)
  • Interstate 79 Rocky Fork Road Overpass Bridge renovation. (Gilmer County)
  • WV 20 at Baker Street traffic signal installation. (Webster County)
  • Salt Lick-Burnsville Bridge cleaning and painting. (Braxton County)
  • Larry Conley Memorial Bridge rehab, restoration, and resurfacing. (Kanawha County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
