WVDOH accepts bids to rebuild portion of I-77

A project to rebuild Interstate 77 from the ground up between Tuppers Creek Road and the Jackson County line is among 24 construction projects included in a bid letting conducted by the West Virginia Division of Highways (WVDOH) on Tuesday, June 11, 2024.
 
The bid letting includes six paving projects and seven bridge projects.
 
Projects in the June 11 bid letting include:
 
  • Hulbert Heights Bridge cleaning and painting. (Putnam County)
  • Tunnelton drainage improvements. (Preston County)
  • Smithton Road paving. (Doddridge County)
  • Virginia Street paving. (Fayette County)
  • Interstate 77 paving, Tuppers Creek Road to Jackson County Line. (Kanawha County)
  • Bath streetscape. (Morgan County)
  • Interstate 64 paving, Clintonville to Lewisburg. (Greenbrier County)
  • District 4 guardrails. (Doddridge, Harrison, Marion, Monongalia, Preston, and Taylor counties)
  • Memorial Bridge renovation. (Mineral County)
  • Interstate 77 interchange lighting, Fairplain, Ripley, Silverton and Mineral Wells exits. (Jackson and Wood counties)
  • Captain Benjamin D. Tiffner Memorial Bridge, northbound and southbound renovations. (Kanawha County)
  • District 8 guardrails. (Pendleton, Pocahontas, Randolph, and Tucker counties)
  • Interstate 470 bridge approach renovations. (Ohio County)
  • US 119 paving, Falling Rock to Clendenin. (Kanawha County)
  • Gabe’s Creek Bridge renovation. (Kanawha County)
  • Jill Micah Hess Memorial Bridge renovation. (Boone County)
  • District 4 road striping. (Doddridge, Harrison, Marion, and Monongalia counties)
  • District 6 road striping. (Brooke, Hancock, Marshall, and Ohio counties)
  • District 1 guardrails. (Kanawha, Lincoln, Mason, and Putnam counties)
  • District 7 road striping. (Barbour, Braxton, Gilmer, and Lewis counties)
  • Interstate 64 Central Avenue Overpass Bridge rehabilitation and restoration. (Kanawha County)
  • Tompkins Crossing Bridge rehabilitation and restoration. (Kanawha County)
  • WV 34 paving, Hurricane to Teays Valley. (Putnam County)
  • University Avenue Bridge renovation. (Monongalia County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
