WVDOH awards contract for I-77 reconstruction

A project to rebuild Interstate 77 from the ground up between Tuppers Creek Road and the Jackson County line is among 23 construction projects awarded by the West Virginia Division of Highways (WVDOH) on Thursday, June 27, 2024.
 
West Virginia Paving was the sole bidder on the project, with a bid of $51,252,637.96. The projects are from a bid letting conducted Tuesday, June 11, 2024.
 
The project involves turning the existing roadway into rubble, rebuilding, and repaving an approximately 7.3-mile section of I-77 from the Tuppers Creek exit to the Jackson County line.
 
“At times, our roadways age to the point where simple rehabilitation is no longer a viable option,” said WVDOH Chief Engineer of Operations Joe Pack, P.E. “For this project, it was determined that a reconstruction of the existing composite roadway was the appropriate decision. The final results will provide a road surface which requires a lower long-term annual maintenance cost.”
 
Contracts awarded from the June 11 bid letting were:
 
  • West Virginia Paving Inc. was the low bidder on a project to pave WV 34 from Hurricane to Teays Valley, with a bid of $1,266,675.80. (Putnam County)
  • Wolfes Excavating LLC was the low bidder on a project to improve drainage in Tunnelton, with a bid of $3254,009.57. (Preston County)
  • Tempo Construction LLC was the low bidder on a project to clean and paint the Hulbert Heights Bridge, with a bid of $1222,695. (Putnam County)
  • Mountaineer Contractors Inc. was the low bidder on a paving project on Smithton Road, with a bid of $1,944,050.64. (Doddridge County)
  • West Virginia Paving Inc. was the low bidder on a paving project on Virginia Street, with a bid of $153,198.22. (Fayette County)
  • West Virginia Paving Inc. was the low bidder on a project to rebuild I-77 from Tuppers Creek to the Jackson County line, with a bid of $51,252,637.96. (Kanawha County)
  • Green Acres Contracting Company Inc. was the low bidder on a contract to install guardrails in District 4, with a bid of $1,189,073.70. (Pendleton, Pocahontas, Randolph, and Tucker counties)
  • Phoenix Excavating LLC was the low bidder on a renovation project on the Memorial Bridge, with a bid of $458,119. (Mineral County)
  • West Virginia Paving Inc. was the low bidder on a paving project on Interstate 64 from Clintonville to Lewisburg, with a bid of $2,356,345.13. (Greenbrier County)
  • Specialty Groups Inc. was the low bidder on a project to install lighting at the Fairplain, Ripley, Silverton and Mineral Wells exits of I-77, with a bid of $7,130,000. (Jackson and Wood counties)
  • Green Acres Contracting Company Inc. was the low bidder on a project to install guardrails in District 8, with a bid of $181,633. (Pendleton, Pocahontas, Randloph, and Tucker counties)
  • Triton Construction Inc. was the low bidder on a renovation project on the Captain Benjamin D. Tiffner Memorial Bridge, with a bid of $3,531,200. (Kanawha County)
  • Swank Construction Company LLC was the low bidder renovation project on the Interstate 470 approaches, with a bid of $42,446,708.70. (Ohio County)
  • West Virginia Paving Inc. was the low bidder on a paving project on US 119 from Falling Rock to Clendenin, with a bid of $738,894.50. (Kanawha County)
  • Orders Construction Company Inc. was the low bidder on a renovation project on the Gabe’s Creek Bridge, with a bid of $7,582,451.10. (Kanawa County)
  • Mid Atlantic Maintenance Inc. was the low bidder on a road striping project in District 4, with a bid of $405,837.50. (Doddridge, Harrison, Marion, and Monongalia counties)
  • Kokosing Construction Company Inc. was the low bidder on a renovation project on the Jill Micah Hess Memorial Bridge, with a bid of $13,352,498.82. (Boone County)
  • Mid Atlantic Maintenance Inc. was the low bidder on a road striping project in District 6, with a bid of $405,837.50. (Brooke, Hancock, Marshall, and Ohio counties)
  • Roadsafe Traffic Systems Inc. was the low bidder on a road striping project in District 7, with a bid of $374,550. (Barbour, Braxton, Gilmer, and Lewis counties)
  • Green Acres Contracting Company Inc. was the low bidder on a project to install guardrails in District 1, with a bid of $660,150. (Kanawha, Lincoln, Mason, and Putnam counties)
  • Triton Construction Inc. was the low bidder on a rehabilitation and restoration project on the I-64 Central Avenue Overpass Bridge, with a bid of $2,235,200. (Kanawha County)
  • Triton Construction Inc. was also the low bidder on a rehabilitation and restoration project on the Tompkins Crossing Bridge, with a bid of $2,736,300. (Kanawha County)
  • Tempo Construction LLC was the low bidder on a renovation project on the Univresity Avenue Bridge, with a bid of $979,706. (Monongalia County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
