WVDOH to replace low water crossing, thanks to Gov. Jim Justice’s Roads to Prosperity program

A project to replace a low water crossing in Pendleton County with a 50-foot bridge is among 14 construction projects awarded by the West Virginia Division of Highways (WVDOH) on Tuesday, May 21, 2024. The project will be paid for with funding from Gov. Jim Justice’s $2.8 billion Roads to Prosperity program.
 
Rock Forge Bridge Company LLC was awarded a contract for $1,430,382.02 for the project. The projects are from a bid letting conducted Tuesday, May 7, 2024.
 
The Greenawalt Gap Bridge project will replace a low water crossing over Mill Run on Greenawalt Gap Road in Pendleton County with a 50-foot bridge. The existing low water crossing partially washed out in 2021. The new bridge will allow for more efficient flow of Mill Run and for much better access during periods of high water.
 
Contracts awarded from the May 7 bid letting were:
 
  • Alan Stone Company Inc. was the low bidder on a sidewalk extension and pedestrian and bike facility on Laurel Avenue in Poca, with a bid of $205,697.50. (Putnam County)
  • Marks Drilling was the low bidder on a slide repair on Maple Run, with a bid of $172,238. (Roane County)
  • Wolfes Excavating LLC was the low bidder on a paving project for the Allegheny Highlands Trail, with a bid of $274,068.27. (Tucker County)
  • Penn Line Service Inc. was the low bidder on a guardrail replacement project in District 9, with a bid of $1,699,713.50. (Fayette, Greenbrier, Monroe, Nicholas, and Summers counties)
  • A & A Safety Inc. was the low bidder on a contract for statewide pavement markings, with a bid of $600,413.84. (Statewide)
  • A.L.L. Construction Inc. was the low bidder on a project to build the Foreman Park and Ride on Corridor H, with a bid of $724,427. (Grant County)
  • Triton Construction Inc. was the low bidder on a repair project on the US Army SP4 Harold “Skip” Grueser Memorial Bridge, with a bid of $1,850,000. (Putnam County)
  • Triton Construction Inc. was also the low bidder on a project to replace the Haymond Highway Bridge, with a bid of $3,517,000. (Harrison County)
  • Triton Construction Inc. was also the low bidder on a project to renovate the overpass bridges on Interstate 79 over Rocky Fork Road, with a bid of $2,963,000. (Gilmer County)
  • Pritchard Signal & Light Company was the low bidder on a project to install a traffic signal at the intersection of WV 20 and Baker Street, with a bid of $324,557.50. (Webster County)
  • KMX Painting Inc. was the low bidder on a cleaning and painting project on the Salt Lick-Burnsville Bridge, with a bid of $1,795,287. (Braxton County)
  • SMH Construction Company Inc. was the low bidder on rehabilitation, restoration, and resurfacing project on the Larry Conley Memorial Bridge, with a bid of $1,497,564.78. (Kanawha County)
  • Triton Construction Inc. was the low bidder on a project to replace the Haymond Highway Bridge, with a bid of $3,517,000. (Harrison County)
  • Rock Forge Bridge Company LLC was the low bidder on a project to replace a low water crossing at Greenawalt Gap with a 50-foot bridge, with a bid of $1,430,382.02. (Pendleton County)
 
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
