This program serves to address historical under-representation of women, minorities, and disadvantaged individuals in the highway construction industry. Training goals are established on certain
federal-aid highway construction projects targeted to increase the participation of these groups into highway construction skilled crafts and move them into journey-level positions to ensure that a competent workforce is available to meet highway construction hiring needs. Additionally, the Supportive Services element supplements the OJT program by providing services to highway construction contractors and assistance to highway construction apprentices and trainees for training, education, and workforce development purposes.
