NOTICE FOR CONSULTING SERVICES
 
Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that consulting services will be utilized for four inspection projects per the current National Bridge Inspection Standards and may include design plans for repairs, for the following projects:
  1. Six Year Inspection Project for East Huntington Bridge, Cabell County, carrying WV 106 over the Ohio River, 3rd Avenue, Water Street, and Ohio State Route 7. The bridge consists of 19 spans with an overall length of 3779' 3".    The bridge consists of two cable stay spans at 900' 0" and 600' 0", three concrete spans at 156' 3", 300' 0", and 27' 6", and 14 plate girder spans at 124' 0", 124' 0", 152' 0", 153' 0", 151' 0", 111' 6", 138' 0", 138' 0", 116' 0", 116' 0", 116' 0", 116' 0", 116' 0", and 116' 0". The bridge has a 30' 0"roadway.

  2. Six Year Inspection Project for Phill G. McDonald Bridge, Raleigh County, carrying I-64 over Glade Creek. The bridge consists of a three span continuous deck truss and two girder spans with an overall length of approximately 2179'. The span lengths are 125', 560', 784', 560' and 150'. The bridge has 36' 0" roadways separated by a 2' 0" median barrier.

  3. Two Year Inspection Project for Back Channel Bridge, Ohio County, carrying I-70 over the back channel of the Ohio River, South Wabash Street, South Huron Street, South York Street, a city alley, Zone Street, and US 40 on ramp. The bridge consists of 28 beam spans with an overall length of 2409' 9". There are three continuous girder spans of 215' 0", 264' 0", and 215' 0", and 25 stringer spans at 64' 2", 67' 7", 67' 6", 66' 2", 65' 1", 64' 11", 64' 8", 64' 6", 65' 2", 63' 6", 63' 5", 63' 5", 63' 5", 65' 0", 64' 0", 64' 0", 65' 0", 74' 0", 94' 0", 94' 0",  74' 0",  66' 0", 67' 0", 67' 0", and 67' 11".  The  three  span  continuous portion has two 30' 0" roadways separated by a 4' 0" median barrier and the 25 stringer spans has two 28' 0" roadways separated by a 2' 0" median barrier.

  4. Two Year Inspection Project for I-470 Approach Bridge, Ohio County, carrying I-470 over the Ohio River, Conrail tracks, Chessie tracks, Chapline Street, Eoff Street, Jacob Street, Wood Street, US 250 Northbound and Southbound, CR 18/3, and Short Street. The bridge consists of 29 steel stringer spans with an overall length of 3652'. The span lengths are 138' 4", 138' 4", 119' 3", 100' 0", 101' 3", 154' 3", 155' 0", 159' 3", 106' 3", 94' 3", 87' 3", 110' 0", 124' 3", 124' 3", 125' 0", 124' 3", 124' 3", 120' 3", 114' 3", 124' 3", 170' 0", 119' 3", 124' 3", 150' 0", 124' 3", 124' 3", 150' 0", 124' 3", and 103' 3". The bridge has two roadways at about 41' 10" separated by a 3' median barrier.

The above projects are currently scheduled for work to begin in 2010. Single or multiple assignments may be made for this work.
 
Several of these structures are located on routes in urban and extremely high ADTT areas that will mandate traffic disruption. Progressive and innovative methods of inspection access will be considered in the selection process.
 
Firms interested in being considered for this project must submit a letter of interest and unpriced prospectus to Mr. Kyle Stollings, Director, Maintenance Division, West Virginia Division of Highways, Building Five, Room A-350, 1900 Kanawha Boulevard, East, Charleston, West Virginia 25305-0430 prior to 4:00 p.m., January 29, 2010.
 
As a minimum, the prospectus will include the following items for evaluation:
 
  1. A completed copy of the Division’s Consultant Confidential Qualification Questionnaire, if not already on file, dated January 1, 2009 or later.
  2. Overall capabilities to perform the work, including workforce available to assign to the project, personnel qualifications, and present workload.
  3. Location of office in which the work will be performed.
  4. Type of work anticipated to be sub-contracted or performed by a sub-consultant.
  5. Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost type projects.
  6. A completed copy of the Division’s Short List Selection Criteria Technical Evaluation form limited to a single page of data. Cross-referencing on this form to other parts of the prospectus is not acceptable.
  7. Indication of the project(s) for which the firm is submitting information for consideration. If the submission is for all projects, a statement to that effect shall be made and a detailed listing shall not be required.
Prior to entering into contract negotiations, the selected firm and any sub-consultants shall submit a current audited overhead rate computation performed by a state or federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references.
 
The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisitions Regulations will be made. This requirement will be waived for the selected firm or any sub-consultant when its portion of the fee for the project is less than One Hundred Thousand Dollars ($100,000.00). In such instances, a company computed overhead rate may be utilized.
 
A single letter of interest and unpriced prospectus is required regardless of the number of projects requested by the firm for consideration.
 
It is the policy of the West Virginia Department of Transportation, Division of Highways, that disadvantaged and women-owned business enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with federal funds.
