WV Division of Highways (WVDOH) is committed to reducing stormwater related impacts from transportation maintenance and development. Contractors are required to provide the WVDOH with an Erosion & Sediment Control (E&SC) Plan and use erosion and sediment control Best Management Practices (BMPs) for any work that has the potential to affect water quality. The goal of the E&SC Plan is to control soil erosion and prevent sediment from leaving the construction site, thereby minimizing water quality impacts.
§ WV Division of Highways will review E&SC Plans for projects less than one (1) acre of earth disturbance (including offsite waste/borrow sites).
§ Projects with one (1) acre or more of earth disturbance (including offsite waste/borrow sites) must obtain authorization from West Virginia Department of Environmental Protection (WVDEP) to discharge stormwater under the WV/NPDES Construction Stormwater General Permit No. WV0115924. This permit requires the development of a Stormwater Pollution Prevention Plan (SWPPP) and Groundwater Protection Plan (GPP), which should also be submitted to WVDOH.
The
WVDEP Erosion and Sediment Control Best Management Plan (BMP) Manual was developed to provide standardized and comprehensive erosion and sediment control management practices for construction projects throughout West Virginia. This manual can be used as guidance for developing E&SC plans; however, the use of other BMP manuals may also be acceptable.
The
WVDOH Environmental Construction Inspection Form was developed for WVDOH staff and contractors to use for routine site inspections. These inspections are crucial to ensuring the effectiveness and integrity of BMPs. Inspection frequency shall occur in accordance with the WV/NPDES Construction Stormwater Permit. Projects less than 1 acre should be inspected at least once every 7-calendar days and after every significant rain event, unless otherwise required by local laws or ordinances.
